General Position Summary
Conducts appraisals of residential, rural tract, manufactured structures, personal property, agricultural, and forest properties to establish a fair and accurate value upon which taxes will be assessed.
Essential Functions
The following may not be all inclusive and other duties may be assigned.
Conduct of urban and rural residential and manufactured structure appraisals, personal property, agricultural and forestry appraisals for tax assessment by analyzing computer generated information regarding properties
Conduct of physical inspections that include checking for quality of construction, condition of improvements, type of interior systems such as bathrooms, fireplaces, built-in-appliances, heating systems, etc., taking into consideration the amenities of the site such as size, shape, acreage, trees, view, irregularities, use, zoning, etc.
Conduct of field investigations and in-depth sales studies in order to properly appraise all properties within the county at one hundred percent of real market value.
Inspection of the construction of dwellings to determine the quality of construction, the percentage of completion as of the assessment date, and the class of construction.
Taking of physical measurements of buildings and accessory structures including decks, patios, pools, paving, etc., to determine dimensions, shape and square footage.
Classification of general condition for depreciation purposes.
Determination of soil class and use for the purpose of farm use exemptions and for the purpose of establishing Real Market Value, Special Assessed Value and Maximum Special Assessed Value.
Inspection of timber tracts in order to determine eligibility for forest use deferrals and communication with forestry specialists regarding discrepancies in special assessment.
Providing of expert appraisal testimony to the county Board of Property Tax Appeals, Department of Revenue, and eventually Tax Court.
Contacting of builders, private appraisers, Realtors and lending agencies to determine local economic and market conditions, and local construction costs.
Reviewing of taxpayers’ inquiries and complaints, and in the providing of information regarding the basis for valuation.
Explanation of Measures 5 and 50 so that taxpayers can better understand the Oregon property tax system and how it affects the Assessed Value of their property.
Explains the general workings of the Assessor’s office, including the Oregon Property Assessment and Taxation methods, not limited to Oregon Revised Statutes and/or State Measures.
Assists the public by providing information relative to location, ownership, valuation, exemptions, tax deferral programs, etc. as needed and assigned by Supervisor.
Reads maps, deeds, and/or legal documents as needed.
Accepts payments in cash or check form from the public for maps, copies, computer printouts, PDF’s, etc., and issues receipts for payments as requested.
Operates microfilming and microfiche equipment to check deeds or appraiser cards.
Supervisory Responsibilities
