Kitsap Mental Health Services (KMHS) is seeking an MCOT Clinical Supervisor to provide clinical and administrative leadership for our Mobile Crisis Outreach Team. In this role, you will support Designated Crisis Responders, clinicians, and peer staff delivering rapid, compassionate crisis response throughout the community. You will guide clinical decision‑making, ensure regulatory compliance, and strengthen team effectiveness during high‑acuity situations. Primary Responsibilities:
  • Provide clinical and administrative supervision to MCOT staff, including DCRs, Mental Health Professionals, Mental Health Care Providers, and Certified Peer Counselors.
  • Deliver and oversee community‑based crisis outreach services, including face‑to‑face crisis assessments, risk evaluations, and crisis interventions.
  • Conduct or support involuntary treatment investigations under RCW 71.05 and 71.34 in alignment with DCR protocols and statutory requirements.
  • Utilize and coach staff in effective de‑escalation techniques, crisis mediation, and least restrictive intervention strategies.
  • Collaborate with medical providers, law enforcement, hospitals, courts, community agencies, and family systems during crisis responses.
  • Maintain expert knowledge of Washington State crisis statutes, ITA law, regulatory codes, and contract requirements; ensure staff receive timely training on updates.
  • Promote coordinated, safety‑focused crisis responses and continuity of care, including follow‑up interventions as required by contract.
  • Provide clinical consultation using case material and chart review to support staff development, accountability, and therapeutic effectiveness.
  • Ensure documentation related to crisis responses and client contacts is accurate, complete, and submitted in a timely manner in compliance with agency and regulatory standards.
  • Support positive staff morale through clear communication, team building, training opportunities, and responsive leadership.
  • Develop and maintain MCOT schedules to ensure 24/7 crisis response coverage per contractual standards.
  • Provide backup crisis response services and on‑call clinical consultation when needed.
  • Collaborate with MCOT leadership to identify patterns, concerns, or community issues that may impact service delivery.
  • Assist with development and maintenance of MCOT‑specific policies and procedures, ensuring alignment with agency standards.

Minimum Qualifications
:

EDUCATION: Master’s Degree in Psychology, social services, or behavioral health or must meet waiver criteria of RCW 71.24.260.

EXPERIENCE: Experienced (minimum 5 years of job-related experience). Experience in crisis intervention with youth and adults, crisis triage centers, acute inpatient units, substance use treatment centers and/or community outreach.

Capacity to work well with families, community services, correctional facilities, and hospital personnel.

This position requires driving clients in a personal vehicle on behalf of the agency. Therefore, the incumbent must meet all agency driving requirements, including being at least 21 years old, having been licensed for a minimum of three years, successfully completing a motor vehicle history check, possessing and maintaining a current, valid driver’s license in the state of Washington, and having reliable, insured transportation.

LICENSURE: Licensed Agency Affiliated Counselor or higher. Must meet and maintain the definition of a Mental Health Professional as defined in WAC 388-877-0500. Must maintain a Washington State Department of Health license in good standing.


Preferred Qualifications:

EXPERIENCE: Working knowledge of Washington State ITA law, DCR protocols, and mobile crisis outreach models of crisis response. Prior supervisory experience.


Performance Requirements:


KNOWLEDGE:

  • Maintain a working knowledge of current trends in community mental health, including health care reform and automation of job tasks using computer technology.
  • Substance abuse disorders treatment knowledge.


SKILLS:

  • Must be able to effectively document using both handwriting and agency recognized computer word processing formats.
  • Excellent interpersonal and verbal skills.
  • Ability to communicate clearly and concisely.
  • Ability to operate a desktop/laptop computer, fax machine, printer, scanner, and copier proficiently.


ABILITIES:

  • Ability to deescalate potentially volatile situations with clients.
  • Able to assist in building positive working relationships with staff of all agency departments


Equipment Operated:
Standard office equipment including computers, fax machines, copiers, printers, telephones, etc.


Work Environment
: Office, outreach. Frequent mobility and/or sitting required for extended periods.


Mental/Physical Requirements
: While performing the job duties, the employee is required to walk, sit, use hands and fingers, reach with arms, talk, or listen. Peripheral vision is also required for this position. This position requires to ability to react quickly and perceive environmental stimuli accurately, including the ability to physically flee a situation and/or defend oneself against assault.

  • A sign-on bonus is a form of compensation for a new employee in addition to their established salary. Bonus amounts are prorated by FTE, and any changes to FTE before all bonus installments are paid may alter the total payout.
