Kitsap County Public Works is seeking a skilled Technology Analyst to support and expand the Sewer Utility’s critical infrastructure systems. About the Role

The Technology Analyst – Sewer Utility serves as a core technical expert for the Sewer Division, overseeing the asset management databases and applications that support facility maintenance, inspection workflows, and operational decision-making. This role ensures that staff have reliable access to the software systems needed to manage the County’s sewer infrastructure and plays a key part in modernizing tools and strategies that improve efficiency and data quality.

You will collaborate closely with maintenance, operations, inspection teams, and other Technology Analysts across Public Works while working independently with limited oversight. This position contributes significantly to developing and advancing asset management practices for conveyance facilities and other Sewer Utility infrastructure, and reports to an Engineering Supervisor.

What You’ll Do

• Design, build, and maintain internet and desktop applications used by Sewer Utility staff.
• Develop custom reports that summarize data and support project objectives.
• Write programs and build analytical models using appropriate programming languages.
• Perform statistical or spatial analysis to support operational and engineering needs.
• Translate database design goals into practical applications and evaluate project requirements.
• Maintain and administer computer systems including software installation, hardware setup, database updates, and troubleshooting.
• Provide demonstrations, training, and presentations for Sewer Utility technology tools.
• Maintain the Sewer Application Hub, Sewer Division asset databases, ArcGIS sewer layer databases, and other dynamic data systems.
• Work directly with end users to provide support, technical assistance, and problem resolution.
• Guide teams on project design, database requirements, data quality, and implementation strategies.
• Participate in collaborative project design efforts including database design, reporting, hardware evaluation, and process improvements.
• Serve as project coordinator for selected technology initiatives.
• Represent the Sewer Division at meetings, seminars, and conferences, supporting decision-making related to technology and data systems.

What You’ll Bring (One of the following): 
• Bachelor’s Degree in Information Technology, Computer Science, GIS, Engineering Technology, or a related field AND four years of experience related to the position duties. OR
• Associate’s Degree in a related field AND six years of relevant experience. OR
• Eight years of progressively responsible experience performing similar functions.

Experience should include examples such as:
• Maintaining and updating GIS sewer system layers, performing spatial analysis, and processing GPS field data.
• Administering or implementing utility or public-works asset management systems.
• Managing databases: data modeling, quality control, integration between systems (GIS asset management custom applications).
• Supporting and enhancing operational technology used for inspections, maintenance, permitting, and reporting.
• Building applications, dashboards, or automated workflows for public-works or utility programs.

Equivalency: Relevant work experience demonstrating the required knowledge, skills, and abilities may substitute for educational requirements. Work experience is essential and cannot be replaced by additional education.

Preferred Qualifications
• Certified Technical Specialist in Asset Management (CTAM)
• ESRI Technical Certification or GISP Certification
• Institute of Asset Management (IAM) Certificate
• Vendor or platform training/experience with Cartegraph
• Experience with utility asset management systems
• Demonstrated skill in integrating GIS with asset management platforms
• Advanced database administration or data modeling experience
