Are you passionate about innovative justice programs and committed to improving outcomes for individuals in our community? The Superior Court is seeking a dedicated professional to lead and strengthen our Treatment Court Programs. This role offers the opportunity to work at a systems level, collaborate with multidisciplinary partners, and shape services that support some of the County’s most impactful therapeutic court models.

Overview
Under the direction of the Superior Court Administrator, the Treatment Court Program Manager provides professional-level planning, administration, and oversight of all Treatment Court functions, including the Adult Drug Court and Veterans Treatment Court. In this role, you will coordinate the work of the designated judges, attorneys, criminal justice partners, treatment providers, County officials, community agencies, and the Superior Court Administrator.

This at-will position serves at the pleasure of the Superior Court Administrator/Presiding Superior Court Judge. The incumbent works both independently and as part of a collaborative team, exercises substantial independent judgment, and routinely provides recommendations on program operations. Work is reviewed by the Superior Court Administrator, and the assigned Treatment Court Judges to ensure alignment with professional standards, goals, policies, and codes.

What You Will Do:

  • Manage Treatment Court programs to ensure achievement of program objectives, adherence to evidence-based practices, and alignment with individual court team goals.
  • Implement recommendations and objectives established by the Treatment Court teams.
  • Maintain strong, consistent communication with Treatment Court team members and serve as a key liaison across all partners.
  • Respond to and resolve inquiries, complaints, problems, and urgent issues affecting service quality or program operations, including sensitive or complex matters.
  • Provide leadership to subordinate staff, including assigning work, training, supervising, and evaluating performance; participate in hiring, discipline, transfer, and termination recommendations.
  • Prepare Federal, State, and local grant applications to secure ongoing or new resources that support program innovation, modernization, and compliance with evidence-based practices.
  • Administer service contracts, authorize payments, monitor contractor performance, and implement corrective actions as needed.
  • Analyze program performance, recommend improvements to services, equipment, and operational systems, and evaluate new developments in assigned program areas.
  • Research and propose new program models or modifications to existing programs.
  • Maintain strong knowledge of and relationships with community agencies and resources, including education, physical and mental health services, and other supports needed by program participants.
  • Attend and participate in Treatment Court-related meetings and collaborative sessions.

What You Will Bring:

  • Bachelor's degree in criminal justice, public administration, social work, or a closely related field; and
  • Five years of progressively responsible experience in criminal justice, court services, substance abuse programs, or related fields, including at least two years of supervisory or lead experience.
  • Please note: A combination of relevant experience demonstrating the required knowledge, skills, and abilities may substitute for educational requirements. Work experience is essential and cannot be replaced by additional education.

Highly Preferred Qualifications:

  • Recent experience (within the last five years) in one or more Treatment Court programs, such as Adult Drug Court, Veterans Court, Family Treatment Court, or Mental Health Court.
  • Recent experience (within the last five years) writing and/or administering Federal Department of Justice or Substance Abuse and Mental Health Services Administration (SAMHSA) grants, and/or Washington State grants.
  • This position requires specialized experience within Treatment Courts or a closely related therapeutic court setting. A background that reflects direct involvement in treatment court operations that is solely limited to financial management, law enforcement, line staff/court clerk work, or attorney-only experience is not specialized experience that is being targeted.
