Roadway Department Manager | Fort Myers, FL
We are seeking an experienced and dynamic Department Manager to lead and oversee the operations of our Roadway engineering department. This role is a key leadership position responsible for ensuring the successful delivery of projects, maintaining technical excellence, and managing staff and resources to meet client and business objectives, and will report to a Vice President, Regional Manager, or Area Manager. The ideal candidate will be a licensed professional engineer with a strong background in project and people management, technical oversight, and business development.
Key Responsibilities:
Technical Leadership & Quality Control:
- Provide full technical oversight for planning, organizing, executing, and coordinating complex engineering projects.
- Ensure the technical accuracy and adequacy of all department deliverables.
- Establish and enforce quality control procedures.
- Make final decisions on technical matters that cannot be resolved at lower levels.
Staff & Operations Management:
- Supervise and direct engineers, team leads, technicians, and administrative staff.
- Assist with recruitment, onboarding, training, performance evaluations, and staff development.
- Estimate manpower needs, assign tasks, and authorize overtime to meet project milestones.
- Maintain a productive, balanced workload for staff and monitor work-in-progress.
- Conduct periodic and annual performance reviews and handle all hiring and termination decisions.
Administrative Responsibilities:
- Approve timesheets and provide preliminary approval for expense reports, equipment requests, training, and leave requests.
- Recommend staffing levels, facilities, and resource allocations to meet department goals.
- Regulate project budgets and schedules, and contribute to contractual strategy and adjustments.
Client & Business Development:
- Maintain relationships with clients, partner firms, and agency staff.
- Support and lead proposal efforts, oral presentations, and marketing initiatives.
- Assist in identifying new business opportunities, developing letters of interest, and pursuing new markets and clients.
- Collaborate with contracts and marketing teams in negotiating man-hours, scopes, and fees.
Professional Development & Culture:
- Promote a culture of continuous improvement and technical excellence.
- Encourage and support the professional growth and licensure of staff.
- Serve as a role model for leadership, integrity, and collaboration.
- Presence at the designated office or job site is required to effectively fulfill the responsibilities of this position.
Qualifications:
- Bachelor’s degree in Civil Engineering or a related field (Master’s preferred).
- Registered Professional Engineer (PE) required.
- 10 years of progressive engineering experience, with at least 3 years in a supervisory or managerial role.
- Strong understanding of project management, design standards, and multidisciplinary coordination.
- Excellent communication, negotiation, and leadership skills.
- Proven ability to manage budgets, schedules, and multiple projects simultaneously.
