Program Details:
This position is in support of sustainment and modification of the United States Air Force (USAF) Electronic Technical Information Management System (ETIMS) program. ETIMS is the Air Force System of Record for Technical Order (TO) management and is the Air Force’s Enterprise Defense Business System (DBS) for managing TOs. TOs are military orders containing the authoritative procedures and instructions for operating and maintaining all U.S. Department of the Air Force equipment and systems.
ETIMS supports ~178,000 users at ~385 sites worldwide. It also supports ~60,000 eTOs, 54,000 ETIMS eTools, 14,000 paper TOs, and more than 13,000 TO libraries across the Air Force Enterprise.
The Government Program Office is located at Wright Patterson Air Force Base in Dayton, Ohio. The development and support team are geographically dispersed and teleworking our daily working protocol.
Scope of work:
THTBC is seeking a customer-oriented Program Support Specialist with Government Contracting expertise to join our team. The ideal candidate will be a self-starter who has considerable experience working independently as well as within a team and can work proactively and with limited supervision. This program requires a highly qualified person who can successfully build trusted relationships with both internal stakeholders and external customers. The ideal candidate is eager to learn and will thrive by using problem-solving skills to recommend and help implement innovative process improvement solutions to improve program execution.
Responsibilities:
- Work closely with the Program Manager, teammates, and Government Customer/team to ensure contract lifecycle needs are met or exceeded
- Create and Maintain Integrated Management Schedule (IMS) using MS Project
- Produce technical and proposal documents
- Take and distribute technical meeting minutes
- Review quality of technical and program documents
- Prepare slide presentations in Microsoft PowerPoint
- Track, resolve and report on daily and formal program action items
- Track monthly program activity to communicate in MSRs and PMRs
- Maintain project metrics
- Create/Maintain/Update project administrative documents such as personnel lists, sign-in rosters, CAC lists, vacation schedules, etc.
- Assist with Test activities, as needed
Minimum Requirements:
- Bachelor's Degree in a relevant field of study. Relevant Experience may be counted towards education.
- 2 years of experience with acquisition support
- 3-5 years of experience in an administrative, communication, and/or customer service-based role
- Ability to translate technical requirements into acquisition requirements and milestones
- Experience with MS Office Suite to include MS Word, PowerPoint, Excel, etc.
- Experience with Microsoft Project and with creating and maintaining program Integrated Master Schedule (IMS)
- Experience creating and formatting Figures and Tables, Graphs, Table of Contents, Appendices, etc.
- Excellent written and oral communication skills
Preferred Requirements:
- Experience with Department of Defense (DoD) programs and requirements
- Knowledge of/experience with government acquisition environment
- Knowledge of/experience with project life cycle and project management techniques
- Knowledge of/experience with Agile Development/Scrum Processes
- Knowledge of/experience with utilizing Jira for Agile Development
- Knowledge of/experience with Agile Test Processes
- Knowledge of/experience with process improvement initiatives
