Job Summary: The Chief Information Officer (CIO) provides strategic leadership for Senior TLC’s information systems, data, and technology. The CIO leads the Systems department, sets technology direction across all PACE locations, and ensures that systems and data support high-quality participant care, regulatory compliance, operational efficiency, and informed decision-making. As a member of the executive leadership team, the CIO aligns systems strategy with organizational goals and champions a data-driven culture. Reports directly to the Chief Executive Officer.
Specifications
Education : Bachelor’s degree in Information Technology, Health Informatics, Healthcare Administration, or a related field preferred; not required with substantial equivalent experience.
Experience : At least 1 years experience working with the frail elderly population. Seven or more years of progressive healthcare information systems experience, including at least three years in a leadership or system administration role. Experience with EHR administration, data and reporting platforms, vendor management, and PACE, Medicare/Medicaid, or other regulated healthcare environments.
Number and Type of Employees Supervised : EHR Administrator, Data Analyst, and other Systems department staff as assigned.
Licensure, Registry or Certification Required : CPHIMS, CHCIO, PMP, or other healthcare IT, informatics, or project management certification preferred. Valid NC driver’s license & reliable vehicle required.
Special Training : Meet a standardized set of competencies for the specific position description established by Senior TLC, Inc. and approved by CMS before working independently. Strategic thinking, executive communication, team leadership and development, vendor negotiation, project and change management, and sound judgment. Strong knowledge of PACE regulations, HIPAA, data governance, and information security. Advanced proficiency in Microsoft 365 and the organization’s systems.
Immunizations: Be medically cleared for communicable diseases and have all immunizations up to date before engaging in direct participant contact

Leadership & Strategy
- Serves as a member of the executive leadership team and represents the Systems department in organizational planning, goal setting, and decision-making.
- Develops and maintains Senior TLC’s technology and data strategy and multi-year roadmap in alignment with organizational goals.
- Leads, hires, trains, and evaluates Systems department staff; sets priorities, assigns work, and promotes accountability and professional growth.
- Establishes the department budget and makes recommendations on technology investments, licensing, and resource needs.
- Establishes system and data governance, including change-approval processes, user access standards, and data definitions for organization-wide metrics.
- Ensures systems and reporting support CMS, state, and PACE regulatory requirements, audits, and quality and compliance initiatives.
- Partners with Kintegra IT leadership on information security, HIPAA safeguards, network infrastructure, disaster recovery, and business continuity.
- Holds executive ownership of the electronic health record (CareHub and Elation) and enterprise systems, including CareHub, Elation, Snowflake, Power BI, Sigma Computing, SharePoint, Power Automate, and other organizational software.
- Leads selection, contracting, and oversight of technology vendors, including due diligence, business associate agreements (BAAs), and performance review.
- Directs major system implementations, upgrades, integrations, and transitions, ensuring readiness, communication, and successful adoption.
- Maintains the department’s project and request portfolio and prioritizes work with operational leaders.
- Defines enterprise metrics and oversees executive scorecards and dashboards that support data-driven decisions.
- Serves as the final escalation point for complex system, data, and technology issues.
- Supports Senior TLC’s mission to encourage and support the quality of life of seniors wishing to continue living in the community; its vision to be the preferred provider of individualized care for seniors in the community; and its values of respect, integrity, accountability, compatible goals, and compassionate care.
