PRIMARY PURPOSE:
Direct and manage district personnel operations to ensure legally compliant, timely, and accountable human resources practices. Lead the development and implementation of systems for employee relations, grievance management, leave administration, and personnel tracking to minimize risk and ensure effective service delivery across the district.
QUALIFICATIONS:
Education/Certification
- Master’s degree in Education, Human Resources, Organizational Development, Business, Public Administration, or related field
Principal certification or SHRM certification preferred
Special Knowledge/Skills
- Knowledge of personnel management, recruitment, and supervision practices
- Strong knowledge of school employment law, grievance procedures, and compliance requirements
- Knowledge of compensation structures, wage and salary administration
- Ability to develop and monitor tracking systems and interpret data for decision-making
- Strong organizational, communication, and interpersonal skills
- Ability to manage multiple priorities with a high level of accountability
Experience
- Five (5) years of successful administrative or human resources management experience
SUPERVISION
- Human Resources Department Staff
- Oversight and coordination with campus and department administrators in HR-related functions
MAJOR RESPONSIBILITIES AND DUTIES
1. Human Resources Operations & Staffing
- Direct recruitment, selection, and onboarding processes to ensure the district attracts and retains qualified personnel
- Coordinate staffing with principals and supervisors to meet instructional and operational needs
- Oversee substitute and tutor systems
- Administer employment contracts, renewals, and personnel assignments
2. Employee Relations, Grievances & Investigations (HIGH PRIORITY)
- Oversee the timely, consistent, and legally compliant processing of employee grievances (DGBA, FNG, GF)
- Direct and monitor employee investigations, ensuring proper documentation and resolution
- Maintain a centralized tracking system for grievances and investigations with clear timelines and status updates
- Provide regular reports to leadership on trends, risks, and outcomes
- Support administrators in due process procedures and hearings
3. Compliance & Legal (HIGH PRIORITY)
- Ensure district compliance with federal and state employment laws, board policies, and regulations
- Oversee Public Information (Records) Requests, ensuring timely response, tracking, and documentation in accordance with legal requirements
- Coordinate with legal counsel as needed on personnel matters
- Recommend and implement policy updates to reduce risk and improve operations
4. Leave Administration & Employee Services (HIGH PRIORITY)
- Oversee administration and compliance of employee leave programs, including:
- FMLA
- Workers’ Compensation
- Local and state leave
- Ensure accurate tracking, documentation, and adherence to required timelines
- Monitor systems such as AESOP (or equivalent) for accuracy and efficiency
- Provide guidance and training to administrators on leave procedures
5. Compensation & Contracts
- Develop and administer compensation plans, including teacher salary schedules and nonexempt/exempt pay structures
- Ensure compliance with state minimum salary schedules and federal wage and hour laws
- Conduct cost analysis for salary adjustments and budgeting
- Oversee job descriptions and position classifications
6. Systems, Tracking & Reporting (CRITICAL FUNCTION)
- Develop, implement, and monitor effective tracking systems for:
- Grievances and investigations
- Leave (FMLA, workers’ compensation)
- Certifications and compliance items
- Staffing and vacancies
- Ensure systems are accurate, transparent, and consistently used across the district
- Provide regular reports and data analysis to the Superintendent and leadership team
7. Communication & Training
- Ensure employees are informed of personnel policies, procedures, and expectations
- Develop and deliver targeted training for staff and administrators on:
- Grievance procedures
- Leave compliance (FMLA, workers’ comp)
- Public information requests
- Promote consistency and understanding across all campuses and departments
8. Professional Development
- Oversee and coordinate district professional development programs, including:
- New teacher and new-to-district orientation
- Leadership academies (AP, Directors, Supervisors)
- Certification and compliance training
- Monitor professional development systems (e.g., Eduphoria, EduHero)
- Track and maintain records of employee training and certification requirements
9. Records Management
- Oversee personnel records management and compliance with records retention requirements
- Ensure secure and accurate maintenance of all HR records and documentation
- Maintain systems for efficient retrieval of information
10. Leadership & Organizational Support
- Promote a culture of accountability, collaboration, and continuous improvement
- Provide coaching and support to administrators in personnel-related matters
- Participate in board meetings and present HR-related reports
- Contribute to district planning, including staffing projections and improvement initiatives
11. Other Duties
- Perform other duties as assigned by the Superintendent
WORKING CONDITIONS
Maintain emotional control and sound judgment in high-pressure, time-sensitive situations. Work involves frequent interruptions, multiple deadlines, and the need to manage competing priorities with accuracy and professionalism. Frequent district-wide travel; occasional out-of-town travel required. Moderate lifting and carrying may be required.
Regular district-wide travel to campuses and community locations is required, with occasional out-of-town travel for conferences, meetings, and professional development. Frequent attendance at evening and weekend events, including Board meetings, community engagements, and district functions, is expected.
