This recruitment is to fill a Term-Limited Temporary position that is anticipated to end in December 2027. If filled by a King County employee who has passed their initial probation, it will be a Special Duty Assignment.
King County’s Finance and Business Operations Division, Treasury Section is seeking a Senior Business Systems Analyst (Sr. BSA) to support the Property Tax Administration Systems (PTAS) project! The PTAS project is a highly complex, multi-year initiative to develop and configure the Microsoft Dynamics 365 platform (Finance and Operations (F&O) and Power Platform) to replace King County’s legacy mainframe-based property tax billing and collection system.
The Sr. BSA will be part of an Agile Scrum team focused on delivering implementation-ready functional design documents. We are looking for candidates with an energetic and collaborative spirit, who are hands-on and personally motivated to learn and implement new technology.
Scope of Job Duties
- Work in collaboration with the Treasury Product Owner to receive product backlog assignments. From these assignments, deliver implementation-ready functional design documents in preparation for future Agile product increment implementation.
- Collaborate with business and technical partners to ensure business priorities are appropriately represented in product design and delivery.
- Support product backlog refinement through analysis of existing documentation, current system functionality review, scope discussion, pain point identification, and business and technical stakeholder collaboration. Collaborate on work sizing analysis and breakdown of product backlog items.
- Assist and review the solution design for implementation readiness. Identify and resolve gaps or issues.
- Assist quality assurance team with system and user acceptance test case development to ensure that test coverage contains the appropriate integration and process components. Assist with defect triaging and resolution.
- Serve as the technical liaison between the business and technical development team to clarify functional requirements and business processes.
- Provide feedback and input on training materials and assist with change management efforts.
- Perform other duties as assigned to support the Treasury Product Owner and technical team.
Minimum Qualifications
- Experience working on large technology projects and collaborating with customers, business leaders, and development teams in a software development environment.
- Experience in business process modeling, data mapping, analysis, and functional design documentation.
- Experience in leading quality assurance and user acceptance testing phases and coordinating environment readiness activities.
- Advanced proficiency in Agile software development methodologies (i.e., Scrum) and software product lifecycle management tools (i.e., Azure DevOps, JIRA, etc.)
- Ability to commit to Agile implementation timelines and collaboratively and proactively resolve impediments.
- Experience with Microsoft Dynamics 365 - Finance and Operations and/or Power Platform.
- Experience with property tax collection processes and/or knowledgeable of accounts receivable functions including billing, payment collection, refunds, cash management, and bank reconciliation.
- Strong communication, interpersonal, writing and customer service skills.
- Ability to manage your time and adapt to changing priorities, work on multiple priorities and projects simultaneously, meet quick deadlines, and produce timely and quality work products.
- Intermediate level of technology proficiency using MS Office Productivity tools in your daily work.
- Ability to work with people from diverse backgrounds.
Preferred Qualifications
- Experience implementing multi-million-dollar IT solutions for large government agencies with cross-functional teams.
- International Institute of Business Analysis (IIBA) certification.
- Experience with LEAN processes and principles.
- Experience with SharePoint, MS Teams, and other collaborative online tools.

Position Information:
- Work Site Details: The team works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change. The primary onsite location is King Street Center, 201 S. Jackson, Seattle, Washington 98104. - Location Requirement: Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
- Work Schedule: This position is exempt from the provisions of the Fair Labor Standards Act and therefore is NOT overtime eligible. Employees are paid on a bi-weekly schedule, every other Thursday, comprising a 40-hour workweek; normally 8:00 a.m. - 5:00 p.m. Monday through Friday.
- Union Representation: This position is not represented.

The individual selected for this opportunity will join an innovative and progressive team that is redefining how we work in our department's hybrid environment. Employees will be provided with a county-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work. Employees will need to be available and responsive during scheduled work hours and follow FBOD’s hybrid/remote guidelines that include on-camera participation during virtual video meetings.
