We are the Engineering and Technical Resources unit that provides engineering design and oversight of all capital projects within the Wastewater Treatment Division. We are dedicated public servants whose mission is to protect public health and enhance the environment by collecting and treating wastewater while recycling valuable resources for the Puget Sound region. This mission runs through all our work that requires tackling interesting and challenging projects. We instill a supportive work culture that is open to new ideas and methods.

About the Role:

Candidates will be involved in pump station upgrades, treatment plant upgrades, and conveyance projects.  The following are some of the major on-going or upcoming projects: Replacement of turbo blowers at wastewater treatment facilities, addition of membrane clarification cassettes, pump station upgrades and replacements, anaerobic digestion expansion, sand filter rehabilitation, grit facility upgrades 

Several upcoming projects will be delivered under non-traditional or collaborative delivery methods, such as General Contractor Construction Management and Progressive Design-Build.

This position follows a hybrid work model,]blending remote and in-person work.

What You Will Be Doing

  • Serve as Project Engineer on County design projects. As the Project Engineer, coordinate design with other engineering disciplines, the engineering design review team, and other team members; translate operational and maintenance requirements into terms the project team understands; review and consolidate technical comments from design reviews; serve as a single point of technical contact for the project to the Project Manager; develop work plan, schedule, and budget for the execution of designs for wastewater projects.
  • Review consultant prepared plans and specifications to ensure conformity to the County’s specifications, standards, and requirements.
  • Prepare public works and procurement contract documents and cost estimates to comply with County and State public bidding policy.  Assist in the acquisition of all necessary permits prior to construction bidding.
  • Stamp and sign engineering or architectural plans as a Professional Engineer.
  • Review and approve shop drawings submitted by contractors, assist in the interpretation of specifications, advise on contractor compliance with contract documents, and review change orders when required by field personnel or as required by law.
  • Review proposals from equipment vendors.  Review construction plans of other agencies and/or building owners to ensure that County facilities are not in conflict with or endangered by adjacent construction or facilities.  
  • As directed, provide assistance with complex emergency repairs of wastewater facilities or when technical engineering assistance is necessary.   May coordinate with the work of maintenance personnel or contractors to accomplish necessary repairs.
Qualifications You Bring:
  • Bachelor's Degree in Civil Engineering, Mechanical Engineering, or closely related engineering field.
  • At least 8 years of engineering experience including project planning, design, and construction.
  • Registration as a Professional Engineer in State of Washington, or ability to obtain within 90 days of hiring.
  • Familiarity with water, wastewater and/or industrial facilities and construction principles and techniques.
  • Demonstrated experience in solving complex technical issues within a multi-discipline work environment.
  • Experience in managing multiple, complex capital projects simultaneously within established timeframes, and costs.

Required Licenses: 
  • Registration as a Professional Engineer in State of Washington, or ability to obtain within 90 days of hiring.

It Would Be Great if You Also Bring:

  • Work experience leading multidisciplinary design teams in producing contract drawings and specifications for public bid or collaborative delivery.

  • Experience with planning and design of Wastewater Treatment Plant processes and/or conveyance facilities such as pump stations and pipleines.

  • Ability to work with a diverse group of individuals from consultants, elected officials, the general public, Operations and Maintenance, other County staff, and other stakeholders.

Working Conditions:
  • Work Location: The Engineering team works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change. The primary onsite location is Collaboration space at King Street Center, 201 S. Jackson, Seattle, Washington 98104.  Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will join an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment. Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.
  • Work Schedule: This full-time position works a 40-hour work week. This position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible. 
  • Union Representation: This position is represented by  Technical Employees’ Association (TEA) - Wastewater Treatment Division
