Metro Transit's Rail Division is responsible for operating and maintaining Link Light Rail service on a 20.4-mile route from the Angle Lake Station south of Sea-Tac Airport to the University of Washington Station, expanding to Northgate in early 2021. Plans and/or construction are underway extending the system to the north, east, south, and west.  Expansion over the next five years alone will include the addition of more than 20 stations and 40 miles of light rail track.  The light rail line is a critical part of the region's transportation network and carries more than 79,000 weekday daily riders.
     
This recruitment will be used to fill One current Lead Rail Facilities Electricians responsible for assigning and coordinating the work of journey-level Rail Facilities Electricians.     Work involves providing technical assistance and lead direction to crewmembers engaged in maintenance, repair and upgrades of the Light Rail operating facilities, supporting systems and equipment.  This position works directly with the chief of facilities and responsibilities also include the coordination and oversight of work performed by outside contractors working in an assortment of crafts, engaged in variety of building and systems maintenance, repair and enhancement.  This is a working lead position and all normal duties of a Rail Facilities Electrician will also be performed.
     
Who May Apply: This career service position is open to current King County Metro employees. This recruitment may be used to establish an eligibility list to fill future career service, Special Duty Assignment (SDA) and Temporary (TLT) vacancies that may occur over the next twelve months.

Work Location: This position is currently based at the Operations and Maintenance Facility but may also be based out of future locations as operations require.

Work Schedule: This non-exempt position is overtime eligible. Employee in this position must be willing and able to work one of three shifts (day, swing or graveyard), including any combination of days off. The workweek and scheduled hours may vary. Work shift is subject to change based on seniority bid system and needs of the business. In addition, this position has on-call responsibilities and must respond to emergency situations as needed. Current schedules are listed below but are subject to change based on operational needs:
   
All shifts are straight eights.  Dayshift: 6:00am-2:00pm; Swing shift: 1:00pm-9:00pm; Graveyard: 10:00pm-6:00am

In addition to performing the full range of responsibilities of the Rail Facilities Electrician (class specification) classification, incumbents in this classification will also perform the following duties:
 
  • Working leads are responsible for coordinating the work of and providing technical assistance to facilities electricians responsible for maintaining all public and operating facilities, equipment and associated components. Install, repair, modify and upgrade new and existing electrical systems, component parts and other related electrical equipment; evaluate existing equipment, provide recommendations for future electrical needs and anticipate maintenance and repair costs.
  • Schedule preventive maintenance via the MMIS (Trapeze) system
  • Assign daily work and provide technical advice to Rail Facilities Electricians; control and monitor workflow; ensure all preventive maintenance and unscheduled requests are performed; ensure electricians report equipment defects to appropriate staff; assist with daily Rail Facilities Electrician work functions
  • Respond to questions and provide technical advice on project requirements, specifications and material requirements
  • Assist in the training of other Rail Facilities Electricians on required maintenance operations, standard operating procedures and safety procedures
  • Provide feedback to the chief/superintendent on employee and teamwork performance.
  • Monitor work assignments to ensure work has been completed in a quality manner and within established timeframes.
  • Advise crew members when their work is deficient or is in violation of established regulations and procedures
  • Maintain varied records including work performed, time spent, materials used, operating logs and related information; enter and extract data using automated systems; maintain manual records as required
  • Participate in the development and implementation of a comprehensive preventative maintenance program for functions and service checks on facilities, buildings and equipment; develop specifications for and request new equipment and materials
  • Prepare job cost estimates and parts order lists; assist in budget preparation
  • Document maintenance, repairs, and problems on work orders; prepare reports and maintain records; review subordinates' paperwork
  • Open and close work orders; schedule inspections; inspect completed work assignments to ensure work has been completed in a quality manner and equipment is in proper working order
  • Troubleshoot and evaluate equipment repair needs; plan strategies, parts, tools and equipment needs; ensure all shop equipment is maintained appropriately and is in proper operating condition; report equipment defects and follow-up on completion of required repairs
  • Assist other staff with electrical troubleshooting
  • Respond to emergency situations.  Prioritize and determine work priorities for emergency maintenance tasks in the absence of on-site supervision.
  • Perform other duties as assigned
In addition to possessing the journey-level knowledge and skills of the Rail Facilities Electrician classification (class specification), the additional qualifications must also be met:
  • Four years of journey-level work experience as an Electrician within an industrial facility environment OR any equivalent combination of experience and education which provides the applicant with the desired skills, knowledge and ability required to perform the work
  • Ability to plan, assign, coordinate, and oversee the work of others
  • Skill in training and providing technical assistance
  • Ability to communicate effectively with a diverse work group across multiple shifts and sections
  • Adhere to and promote Rail Division Behavioral Expectations and King County’s Non-discrimination, Anti-Harassment & Inappropriate Conduct Policy 
  • Knowledge of automated maintenance management information systems
  • Skill in working with a variety of individuals from diverse backgrounds and in establishing and maintaining effective working relationships
The most competitive candidates will have the following desirable qualifications:  
  • NICET I/II (National Institute for Certification in Engineering Technologies), FA-1/FA-ITM, or SC-1/SC-ITM (Smoke Control)
  • At least twelve months of professional lead experience
Necessary Special Requirements:  
  • Washington State Driver's License with acceptable driving record
  • Washington State Journey Electrician Certificate – EL-01 and ability to maintain
  • Able to work in confined spaces with appropriate safety precautions and equipment
  • Able to work on ladders and in motorized reach equipment in excess of 60 ft.
  • Must obtain type FA-1 license from the City of Seattle Fire Department within 6 months after obtaining NICET II
  • Must obtain NICET II (National Institute for Certification in Engineering Technologies) within 24-months of hire and ability to maintain
Work Environment: Work is performed in confined spaces with appropriate safety precautions and equipment. Electricians will work on ladders and in motorized reach equipment in excess of 60 ft.
