King County is hiring an experienced Product Owner to represent Treasury’s business needs on the Property Tax Administration System (PTAS) project. The PTAS project is a highly complex, multi-year initiative to configure and develop Microsoft Dynamics 365 (Finance and Operations and Power Platform) to replace King County’s legacy mainframe-based property tax billing and collection system.
King County Treasury manages the billing, collection, distribution, and reporting of real and personal property taxes, gambling taxes, and local improvement district assessments. In 2025, Treasury billed, collected, and distributed over $7.7 billion in property taxes along with other assessments and fees to support government programs and services.
Reporting directly to the Chief Treasury Officer, this role involves collaborating closely with cross-functional teams, stakeholders, and end users to define and prioritize feature development, ensuring that the new product aligns with the County’s technical direction, industry trends, and meets end user needs.

Employees will be provided with a County issued laptop. When working remotely, employees must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work, remain available and responsive during scheduled work hours, and follow FBOD’s hybrid/remote Guidelines including on-camera participation during virtual video meetings.

Scope Of Job Duties
- Serve as the primary point of contact for the Treasury Solution Delivery Team. Represent the Treasury product needs on behalf of the Treasury organization. Comprehend and communicate the Treasury product vision and roadmap to technical and non-technical stakeholders.
- Create, order, and clearly communicate Treasury’s product backlog items, sprint priorities, and overall project priorities for two distinct teams – Treasury Business Analysis (BA) and Treasury Implementation.
- Ensure business priorities are appropriately represented in product design and delivery. Ensure function design documents (FDD) clearly capture and define the business needs of the Treasury organization, are aligned with the project’s technical direction, and contain clear and measurable acceptance criteria.
- Ensure Treasury business processes and design expectations are clearly communicated to the technical implementation team; facilitate change management efforts and business process re-design as appropriate.
- Coordinate with product owners/leads for the other project teams and architects to synchronize, sequence, and plan work across the entire PTAS Assess-to Collect program.
- Collaborate with project team to develop, negotiate, and review contract documents relating to Treasury scope. Weigh in regarding feature descriptions, acceptance criteria, assumptions, risks, level of effort, resource assignments, and cost.
- Deliver agreed Treasury sprint work by ensuring the Software-Development-Life-Cycle’s definition of done has been met by team members.
- Review and approve project plans for system integration, data migration, testing, training, and production cutover to ensure business continuity during system implementation.
- Oversee Treasury’s overall business testing effort and validate contractor deliverables.
- Manage day-to-day project management activities, issues, and risks. Develop and maintain project risk mitigation plans. Track and report weekly progress and problems to FBOD/Treasury leadership, project sponsors, and stakeholders.
- Other duties as assigned.
- Previous experience as a product owner implementing multi-million-dollar, multi-phase, highly visible, and politically sensitive projects in a large organization.
- Advanced proficiency in Agile software development methodologies (i.e., Scrum) and software product management tools (i.e., Azure DevOps, JIRA, etc.)
- Functional knowledge of Enterprise Resource Planning (ERP) software systems and finance and accounting principles.
- Experience leading, supervising, and coaching multiple project teams simultaneously to work to their full potential and capabilities.
- Advanced skills in collaborative problem-solving, facilitation, conflict resolution, negotiation, and decision making. Ability to think both tactically and strategically when encountering project risks and issues and developing mitigation strategies.
- Strong communication, interpersonal, writing, and customer service skills.
- Ability to effectively communicate and present information to a variety of audiences.
- Intermediate level of technology proficiency using MS Office Productivity tools in your daily work.
- Ability to manage your time and adapt to changing priorities, work on multiple priorities and projects simultaneously, meet quick deadlines, and produce timely and quality work products.
- Ability to work with people from diverse backgrounds.
- Experience delivering large information technology projects for government agencies.
- Practical knowledge of property tax collections or accounts receivable functions.
- Certified Scrum Product Owner (CSPO) or equivalent.
- Experience or familiarity with the design and functionality of Microsoft Dynamics 365 F&O and/or Power Platform.
- Experience with LEAN processes and principles.
- Experience with SharePoint, MS Teams, and other collaborative online tools.
Position Information
- Work Site Details: The team works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change. The primary onsite location is King Street Center, 201 S. Jackson, Seattle, Washington 98104. - Work Schedule: This position is exempt from the provisions of the Fair Labor Standards Act and therefore is NOT overtime eligible. Employees are paid on a bi-weekly schedule, every other Thursday, comprising a 40-hour workweek; normally 8:00 a.m. - 5:00 p.m. Monday through Friday.
