The Road Services Division of King County's Department of Local Services is looking for an experienced people leader. This position will be responsible for the overall performance, budget and program safety for an assigned work unit. Job Duties

To be considered for this opportunity, you must at a minimum demonstrate knowledge, skill and ability to:

  • Lead and be a role model by supervising teamwork activities and providing guidance and direction with handling complex or unexpected challenges.
  • Effectively estimate time and costs, ensuring optimal resource allocation and timely, successful project completion.
  • Build and maintain strong formal and informal relationships across the division; communicate effectively with senior leadership by providing tailored information and recommendations to support decision making, and address and investigate community complaints with professionalism and care.
  • Monitor team performance by evaluating the quality and quantity of work, provide constructive feedback and prepare performance evaluations to support employee development and accountability. Administer disciplinary actions when necessary.
  • Participate in the hiring process.
  • Ensure proper safety precautions are followed on all job sites by implementing and overseeing work group safety activities, and verify that work crews adhere to construction, OSHA/WISHA, and environmental standards, codes, regulations, and specifications.
  • Assist in budget preparation, monitor monthly and annual budget expenditures and authorize purchases and code invoices.
  • Evaluate equipment needs and assist in the development of equipment specifications, order materials and supplies, and work with the King County Department of Finance to maintain appropriate vendor lists.
  • Identify training needs for your team, research available training sources, develop, schedule and implement the annual work unit training program to ensure new employees are properly equipped and trained.
  • Respond to emergency situations and natural disasters, which may include flooding, snow/ice events, windstorms, and earthquakes.
  • Demonstrate a LEAN mindset by identifying opportunities for improvement and developing, recommending, and implementing enhancements to existing processes and procedures.
  • Participate in meetings with supervisors and management to review projects, schedules, and timeliness.
  • Other duties as assigned.

Experience, Qualifications, Knowledge, Skills

  • Experience in construction, road maintenance, heavy manual labor areas OR the completion of a recognized vocational trades program, that clearly demonstrates the ability to perform the duties of this position.
  • Demonstrated ability in leading and supervising employees across various trade groups, fostering teamwork, providing onsite guidance/direction and correction of work performance.
  • Knowledge of King County, Washington State and federal laws and regulations pertaining to the area of specialization and environmental permits.
  • Knowledge of workload planning principles, safety procedures and job/project estimation.
  • Proficiency in conducting performance evaluations, providing constructive feedback and fostering professional growth and development.
  • Ability to support budget development and ensure accurate invoice coding and reconciliation.
  • Proficient in reading blueprints, schematic drawings and in using Microsoft applications such as Word, Excel, Outlook, and Road Works or similar software.
  • The ability to build and sustain effective working relationships with management, employees, County officials, other agency representatives, contract cities, and the broader community.
  • The ability to communicate effectively with a diverse group of employees, community members and management, while demonstrating strong customer service skills and the capacity to manage and defuse stressful situations.
  • Is committed to prioritizing and ensuring equity and social justice are at the forefront of your daily work.
  • Possess strong time management and decision-making skills, and the ability to manage multiple work priorities and special projects efficiently.
  • Familiarity with human resources and leadership concepts including:

  • Ability to exercise sound judgment to effectively address complex employee issues.
  • Skill in supervising, leading, selecting and coaching a diverse employee group, and recognize the importance of building relationships and trust with employees.
  • Experience supervising employees in a highly unionized work environment.
  • Commitment to the principles of Equity and Social Justice.

NECESSARY REQUIREMENTS:

  • Valid WA State Driver's license, or the ability to obtain prior to start date.

WORK SCHEDULE:

Currently the fall/winter work schedule consists of five, eight-hour days, Monday – Friday, 7:00 am – 3:30 pm, and during the spring/summer work schedule consists of four, ten-hour days, Monday – Thursday, 6:00 am – 4:30 pm. Working after-hours, weekends, and holidays may be required in emergency circumstances, such as during inclement weather, and on special projects. Additional hours, weekends, and holidays vary upon business demand, season and weather. This position is Exempt from the provisions of the Fair Labor Standards Act and is not eligible for overtime pay.

WORK LOCATION:

Vashon Island. Candidates must reside on Vashon Island to be considered for this position.

EMERGENCY DESIGNATION STATUS:

This position has been designated First Responder -Employees who, in the early stages of an incident, are responsible for protecting and preserving life, property, evidence, the environment, and restoring order.
