The Enterprise Services Section (ESS) of the Solid Waste Division (SWD) is seeking a supervisor (Business and Finance Officer IV) to the lead the Financial Services Unit (FSU) of the Solid Waste Division. As a key member of FSU, you will use your Financial, Accounting, and Supervisory skills to help the different business lines in the Solid Waste Division. This is also an opportunity to work with an established team who exists cohesively in a positive environment.

About This Role

In this supervisory position, you will be guiding and managing the FSU team, building positive and supportive relations. You will lead the annual financial audit, coordinating responses with KC Finance & Business Operations Division and Solid Waste staff; maintain Landfill Liability calculations on a yearly basis; coordinate testing and implementation of updated disposal rates in the Paradigm system, on an as needed basis; and collaborate with both internal and external customers in a diverse, inclusive, and supportive work environment. You will be working with numbers doing reconciliations using Excel and other MS Software, solving problems, finding solutions and researching discrepancies. You will also be making recommendations for financial performance and suggesting cost-saving measures.

About The Team

The King County Solid Waste Division (KCSWD) is responsible for the public solid waste system that serves the people and communities of unincorporated King County and most cities within King County. KCSWD is the lead King County Agency for delivering Zero Waste of Resources (ZWoR) goal for the region, which will reduce valuable materials sent to the landfill by up to 70%. KCSWD operates the Cedar Hills Regional Landfill, ten transfer facilities, nine closed landfills, and many programs to design out waste and pollution, keep products and materials in use, and regenerate natural systems. ?

The Enterprise Services Section covers five lines of business supporting all of Solid Waste: 1. Financial Services 2. Rates & Budget 3. Project Control 4. Procurement 5. Customer Services. You will be working with a very diverse staff, both inside and outside of Enterprise Services.

Job Duties

What You Will Be Doing:

  • Supervise and manage the workload of 8-10 Finance Services Unit staff
  • Be responsible and oversee all internal and external audits
  • Review and approval of journal entries and A/R corrections
  • Oversee accounting and/or financial reporting functions.
  • Responsible for grant reporting and billing
  • Responsible for Cash Handling Site Audits

Experience, Qualifications, Knowledge, Skills

Qualifications You Bring:

  • Senior level experience working in accounting/finance
  • Demonstrated experience leading/supervising staff
  • Intermediate knowledge of MS Excel
  • Skilled in working automated financial systems with experience working specifically with Oracle EBS
  • Knowledge of accounting structure, policies and operating programs used by the county
  • Skill in performing complex governmental fund accounting for major audited governmental fund financial statements, notes, and other disclosures which are subject to independent audits
  • Skill in evaluating and recommending internal controls

  • A Bachelors Degree in Business Administration
  • 5 or more years supervising staff
  • 5 or more years working in the accounting/finance field.

Working Conditions

  • Remote and Onsite Work Details: The Financial Services Unit team works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change. Currently, this position works onsite 1-2 days per week. The primary onsite location is King Street Center, 201 S. Jackson, Seattle, Washington 98104. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will join an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment. Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.
  • Work Schedule: This full-time position works a 40-hour work week. This position is covered under the provisions of the Fair Labor Standards Act (FLSA) and is overtime eligible.
  • Union Representation: This position is represented by Teamsters 117.
