Organizational Overview

The King County Regional Homelessness Authority (KCRHA) is a public administrative agency that oversees homelessness-related programs and funding in the Seattle-King County region. Created by an interlocal agreement between the City of Seattle and King County in 2019, KCRHA is responsible for unifying and coordinating the homelessness response system across our large and diverse region. KCRHA works with a wide range of stakeholders, with a focus on continuous improvement across the system, centering lived experience and making the most effective use of public funds. Our mission is to address homelessness and bring everyone inside throughout King County using equity and social justice principles.

Team Overview


The Legislative Coordinator reports to the Chief of External Affairs and Deputy Chief of External Affairs and is a member of the Government Relations team. The division leads government relations, including legislative affairs, board relations, and external communications. The team has direct lines of interaction with all divisions across the agency, working closely with the Office of the CEO to ensure alignment with KCRHA’s overall strategy and goals.

 

Role Description

The Legislative Coordinator leads KCRHA’s public policy and legislative strategic planning and is responsible for monitoring, analyzing, and reporting potential impacts on KCRHA’s operations, programs, policies, and procedures to agency leadership. This position serves as a liaison on matters related to public policy and legislation to appropriate executive and legislative staff at the federal, state, regional, and local levels.  The incumbent works with the External Affairs team to assess the regional government, community, and narrative landscape, establish and maintain relationships with key leaders and partners across the region, and formulate and execute strategies to ensure broad-based support for the KCRHA’s mission to provide high-quality, customer-centered services to Seattle/King County community members.

 

Accountabilities


  • Lead policy and legislative strategic planning, changes, and/or initiatives from inception to completion.
  • Monitor legislative and regulatory developments at the federal, state, and local levels impacting public health, human services, homelessness, and housing.
  • Evaluate the impact of legislative and regulatory developments on KCRHA and, working closely with internal colleagues, recommend a course of action if necessary to senior leadership.
  • Support legislative and policy decisions that meet KCRHA’s business needs, mission, and values of equity and social justice.
  • Support KCRHA’s senior leadership and participate in legislative committee meetings, hearings, and other public speaking engagements.
  • Implement public policy strategies that deliver efficient and effective services to the community served by KCRHA.
  • Develop a thorough understanding of the context around high priority issues for KCRHA and identify intersecting issues, conflicts and opportunities for collaboration across the Authority, funders, and external partners.
  • Develop strategies to encourage support for KCRHA programs and initiatives.
  • Coordinate with teams across the agency to ensure that all work is aligned with agency strategy, goals, priorities, positioning, and messaging.

Minimum Requirements

  • Fluency in equity and racial justice concepts and language, understands their own privilege and power and can bring equity impact analysis to their work.
  • Experience in the homelessness or housing sector specifically with government and community stakeholders in King County is strongly preferred.
  • Five years of demonstrated experience in a policy or legislative environment successfully tracking, analyzing, and making recommendations to leaders on regulations, legislation, and other public policy developments.
  • Experience working with program staff to highlight policy opportunities and assist with crafting recommended responses.
  • Proficiency with managing multiple objectives simultaneously, while keeping interested parties and supervisors well informed.
  • Strong organizational and time-management
  • Exceptional verbal and written communication skills, especially for government, program, and public audiences 
  • Strong interpersonal and social skills
  • Team player with a strong ability to contribute positively to a collaborative team environment 
  • Strong emotional intelligence and political acumen.
  • Proficiency/comfort using technology and data, including Microsoft Office

 

Additional Requirements


  • Experience in the homelessness or housing sector is preferred
  • Experience with government and community stakeholders in King County is preferred
  • Experience working across government agencies and related structures/governing bodies is strongly preferred.
  • A high level of customer service and strong collaboration skills.
  • Ability to provide and accept feedback.
  • Strong attention to detail, accuracy, timeliness
