Overview

The King County Regional Homelessness Authority (KCRHA) is a public administrative agency created by an interlocal agreement between the City of Seattle and King County. KCRHA is responsible for unifying, coordinating, and administering the funding of emergency services for people experiencing homelessness to provide oversight and accountability. Our mission is to administer effective, performance-based homeless services to support a high-functioning homelessness crisis response system to significantly decrease the incidence of unsheltered homelessness across King County using equity and social justice principles. Crisis response includes services that support those who are not yet in permanent housing such as: Emergency shelter, Transitional Housing, Tiny Home Villages, Rapid Re-Housing, Day Centers, and Severe Weather shelter.

The Office of the Chief Executive Officer (CEO) has direct lines of interaction with all divisions across the agency, working closely to ensure alignment with KCRHAs overall strategy and goals.



Role
Description

The Associate Deputy for Strategy (ADS) serves as the principal advisor to the CEO, driving organizational alignment across operations, policy, data and executive initiatives in accordance with the Interlocal Agreement (ILA). In collaboration with the CEO and executive team, the ADS develops and implements strategies that advance KCRHAs mission to reduce homelessness through social justice and equity principles.



Accountabilities



Strategic Leadership and Alignment

  • Serve as principal advisor to the CEO, aligning strategic initiatives with the ILA and organizational priorities.
  • Oversee strategic planning and reporting, ensuring coordination across departments and alignment with stakeholder goals.
  • Provide analysis and insights to support executive decision-making.

Operations Management

  • Lead operational strategy and continuous improvement efforts to ensure effective, efficient delivery of programs.
  • Partner with the executive team to optimize resources, enhance accountability and streamline processes for unified outcomes.

Policy Development and Implementation

  • Work closely with Internal teams to guide the development, implementation, and refinement of policies aligned with the ILA.
  • Promote accountability and transparency in the homelessness emergency response system.
  • Serve as a liaison to key stakeholders, including local government, nonprofit partners, and community organizations, representing KCRHAs policy interests and strategic goals.

Executive Partnership

  • Partner with the CEO and executive team to lead cross-functional strategic initiatives and represent executive priorities.
  • Build and maintain external partnerships to align regional policies and operations with KCRHAs goals.
  • Act as an authoritative voice for the CEO in high-level meetings and strategic discussions, representing executive priorities as needed.



Minimum
Requirements

  • Fluency in equity and racial justice concepts and language, understanding their privilege and power, and can bring equity impact analysis to life in the context of their tasks.
  • 7 years of experience in an Executive Leadership role, such as Executive Director, ideally within a government or an organization focused on homelessness.
  • 7 years of exceptional leadership and communication skills, with a proven ability to lead complex projects and foster collaboration across diverse teams and stakeholders, especially senior leaders of an organization.
  • Strong understanding of operations management, policy development, and strategic planning, with demonstrated success aligning large teams toward shared goals.
  • Excellent interpersonal skills and proven ability to collaborate with diverse stakeholders, including government agencies, nonprofits, and community members.



Additional
Requirements

  • Experience with government and community stakeholders in King County
  • Valid Washington State Driver's License
  • Ability to travel up to 10%, in state and out-of-state
  • Exceptional planning, organizing, and prioritizing skills to manage a diverse workload, multiple demands, and deadline sensitive projects
  • A high level of customer service orientation and attention to detail, accuracy, timeliness
  • Ability to provide and accept feedback
  • Ability to work in and across several communication platforms, including social networks and cloud-based systems
  • Must be able to lift up to 15 pounds at times
