JOB SUMMARY:

This is a highly responsible position, providing direct supervision and support to a variety of positions to include case managers and administrative case management support positions. The Assistant Director supports the Senior Director of Case Management Services by providing operational oversight by managing the daily activities of assigned case management units. This position will monitor a variety of performance measures with their teams, to help ensure children and families are reaching permanency in a timely manner. This position will continuously review processes and procedures to promote a continuous improvement model. This position will ensure compliance with state statue, CFOP and Kids Central Policies and Procedures. While collaborating with community partners, to improve the services provided to the children and families in the coverage area. This leadership role acts for the Director in their absence.

ESSENTIAL FUNCTIONS:

  • Provides oversight, training and supervision over Family Care Manager Supervisors 
  • Review and monitor a variety of reports. 
  • Ensures Supervisors utilize performance reports to manage their cases and daily activities. 
  • Responsible for the performance of supervisor units, ensure units are performing to expectations, and makes plans for performance correction. 
  • Demonstrates understanding and proficiency of program data reports and performance measures, including but not limited to safety plans, supervisory reviews, parental engagement, client loads, child not seen, and other data exceptions.
  • Proficient at excel, to assist with the review and daily monitoring of reports. 
  • Analyze data to look for trends and areas of opportunity to improve on systems in place to create a more effective and efficient system of care. 
  • Manage overtime and approving timesheets.
  • Attend reunification staffings on cases assigned. 
  • Review Home Studies timely for a second level of review.
  • Ensure corrective and disciplinary actions are handled within the designated timeframes and documented thoroughly. 
  • Demonstrates commitment to improve quality through training, education, communication, collaboration, innovation, and execution.
  • Complete adoption reviews and audits on all cases once a Termination of Parental Rights (TPR) petition is filed. Completes the Adoption checklist in partnership with the assigned supervisor.
  • Ensure all cases are staffed for permanency and child/family change experience according to the time frame and need, including but not limited to; reunification, adoption, placement, family finding, separated sibling, new baby, case conversion, MDT, ESSA, missing child, human trafficking.
  • Identify client exits each month. Set unit goals for case closures, permanency, adoption and decrease unit children in out-of-home care.
  • Monitor case assignments to units to ensure equity and appropriate case assignment. Ensure appropriate representation during Circle of Support Meetings with the Department of Children and Families. 
  • Complete supervisor and peer reviews as needed. 
  • Closely monitor missing children protocols and ensure fidelity. 
  • Ensure all children are seen monthly.
  • Ensure court documents are completed and submitted to Child Welfare Legal Services within the required timelines. 
  • Participate in regular reviews of policies and procedures, for updates and compliance. 
  • Represents Kids Central in a positive manner during team and community meetings.
  • Participates in the development of balanced scorecard measures and champion the achievement of outlined goals.
  • Assist in the interview and selection process of applicants. Work closely with Kids Central’s Human Resources Department. 
  • Identify training and development needs for staff.
  • Manage and respond to client complaints to ensure client satisfaction.
  • Manage Foster Care Referrals based on assignment to ensure they investigated and completed within the established timeframes. 
  • Develop and maintain relationships with community partners.
  • Maintain a positive working relationship with customers, foster parents and co-workers, returning all phone calls and emails within 48 hours. 
  • Respect the confidentiality of clients. 
  • Complete monthly reporting and projects in a timely manner.
  • Assist with the on-boarding of new staff, monitor field day activities prior to pre-service and while in pre-service. 
  • Ensure certification packets of new trainees are completed within the required timeframes. 
  • Required to perform other duties as assigned and agency needs arise.

QUALIFICATIONS:

Education/Experience

  • Bachelor’s degree in human services related discipline or related field with five years of experience in related field. Master’s degree in human services related discipline with 3 years of experience preferred.
  • A minimum of 5 years of supervisory experience. Preferred experience in Child Welfare Quality Assurance.

Licensure/Certifications

  • Child Welfare Certification preferred. Must maintain certification in good standings.  

KNOWLEDGE, SKILLS & ABILITIES

  • Ability to work in a highly visible position and use effective interpersonal communication skills to respond to children and their families, and legal entities (i.e. judges, law enforcement, CLS etc.). 
  • Working knowledge of COA, Council on Accreditation. 
  • Must possess knowledge of effective supervisory skills and employee management techniques. Ability to supervise, direct and evaluate supervisory and direct line staff.
  • Ability to assess child and family dynamics to determine appropriate case planning.
  • Ability to develop, coordinate and evaluate budget allocations to assure appropriate expenditure of resources.
  • Knowledge of Florida's welfare policies, statutes, and administrative codes regarding services to dependent children. Knowledge of social service resources in Marion County.
  • Ability to develop long range and short-range objectives including monitoring and corrective action plans.
  • Knowledge of best practices in child welfare services.
  • Ability to read, analyze, and interpret professional journals, procedures, or governmental regulations.
  • Ability to write concise reports within 24 hours of event or as required by program. 
  • Must be able to define problems, collect data, establish facts, and draw valid conclusions.
  • Ability to interpret an extensive variety of instructions and deal with abstract and concrete variables. 
  • Ability to safely operate a motor vehicle.

  • General office equipment such as phone, copier, computer, etc.
  • Good visual acuity and ability to communicate.
  • Ability to lift, lower, push, pull and retrieve objects weighing a minimum of 20 pounds. Reasonable assistance may be requested when lifting, pushing and/or pulling which exceeds the minimum requirements.
  • Ability to withstand prolong standing and walking. Also, able to sit, use hands to finger, handle or feel; reach, stoop, bend, and/or kneel during an 8-12-hour day. 
  • Indoor, temperature controlled, smoke-free environment. Outdoor exposure.
  • Moderate noise level.
