Position Purpose and Summary
This position organizationally falls under Kickapoo Tribal Police Department (KTOPD) as operated by the Kickapoo Tribe of Oklahoma. Operational hours vary. The Assistant Chief of Police shall hold the rank of Captain and shall supervise all subordinate officers of the KTOPD. The Assistant Chief of Police shall carry out all duties as assigned by the Chief of Police, and in the absence of the Chief of Police, the Assistant Chief of Police shall be the acting Chief of Police. As such, the Assistant Chief of Police shall carry out the duties of the Chief of Police. The purpose of this position is to support the day-to-day operations of the Tribal Police Department.
ESSENTIAL DUTIES AND RESPONSIBILITES
- Commander of the Investigative Divisions.
- Assist officers under his/her command, as needed, to ensure the highest quality of police services are provided to the community.
- Delegates.
- Assisting the Chief of Police in developing, administering, and implementing departmental policies, procedures, and activities.
- Comprehend, understand, interpret and enforce Tribal Codes, United States Codes, tribal and local ordinances pertaining to criminal and civil law enforcement.
- Organizing, planning, and coordinating various programs and operations.
- Assisting in developing departmental direction, priorities, goals, and objectives.
- Assisting in developing and managing the department budget.
- Assessing personnel needs and assigning resources.
- Serving as a liaison between the Police Department and other City departments, community groups, and the business community.
- Initiating and coordinating relations with community groups and the business community.
- Participate and assist in development of community awareness programs to inform community members of police functions, emergency preparedness, and crime prevention techniques.
- Overseeing command and control functions at emergency incidents.
- Acting in the absence of the Police Chief.
- The purpose of this position is to support the day-to-day operations of the Tribal Police Department.
- Exercise tact and diplomacy in maintaining self-control in confrontational situations while on duty and while supervising staff.
- Ability to work effectively with diverse groups and individuals.
- Ability to analyze problems, evaluate alternatives, and make recommendations.
- Knowledge of law enforcement principles, practices, and procedures.
- Experience in developing and implementing policies and procedures.
- Experience in managing budgets and resources.
- Responsible for the performance of all officers under his/her command.
- Responsible for the investigation of all complaints lodged against officers under his/her command.
- Regulate his/her command that, at all times in his/her absence, the Investigative and Patrol Divisions shall be under the command of the highest-ranking officer.
- Respond to all calls of a serious nature.
- Perform other duties as assigned.

Education and Experience:
High School Diploma or GED Equivalent
Cleet certification.

- Excellent communication skills, both written and verbal.
- Ability to maintain a HIGH level of confidentiality.
- Ability to work independently and with others.
- Able to work under high stress.
- Follow safety rules and procedures.
- Must have valid Oklahoma drivers license.
- English language necessary. Kickapoo language a plus.
- Applicants will be subject to drug testing.
- Applicants must be willing and able to work any assigned shift or day of the week.
Work Environment
Ability to work under pressure and maintain personal composure evaluates situations and act/react appropriately, use tact in dealing with business associates, staff, visitors, and tribal members in difficult situations.
The work environment characteristics described herein are representative of those an employee encounters while performing the primary functions of this job as an employee in an office setting. Normal office conditions exist; Noise levels, stress, tribal members/visitors/Business Associates/staff and peers flow vary but may be considered high. Administrative workload will be managed daily with additional hours required from time to time.
The physical demands described herein are representative of those that must be met by an employee to successfully perform the primary functions of this job. While performing the duties of this job, the employee is required to frequently stand, walk, sit, bend, twist, talk and hear/listen. There are prolonged periods of sitting and reading as well as standing. The employee must occasionally lift and/or move up to fifty (50) pounds. Specific vision abilities required by this job include reading, distance and computer and color vision. Talking and hearing/listening are essential to communicate with tribal members/visitors/Business Associates/staff and peers.
There are constant deadlines associated with this position. The employee must be able to multi-task and interact with a wide variety of people at various times and on complicated and diverse issues.
Must be able to always maintain a professional demeanor and on any occasion wherein representing the Kickapoo Tribe of Oklahoma.

At-Will Employer
In reference to Personnel Policy, Section 1-24, Employment At-Will. All employees who do not have a written contract with the employer for a specific fixed term of employment are thereby employed at the will of the employer for an indefinite period. Employment with the Kickapoo Tribe, without a written contract, is voluntary and therefore employees are free to resign at any time with or without cause or reason. Likewise, the Tribe may terminate the employment relationship at any time with or without notice and for any lawful reason deemed appropriate by the Tribe for good cause, bad cause, or no cause at all. This policy is commonly referred to as employment-at-will.
