GENERAL POSITION DESCRIPTION:

Airport Manager is responsible for performing professional administrative work in the management, development and operation of the jointly-owned Kerrville-Kerr County Airport. The Airport Manager pursues, applies for and administers grants for airport development and operations. Manager oversees airport development construction projects, both public and private, and is responsible for building strong and productive working relationships with airport tenants, pilots, contractors, local, state and federal agencies, and general public.

ESSENTIAL JOB DUTIES:

  • Responsible for the overall management of the airport. Including compliance with Federal Aviation Administration rules and regulation as well as planning and developing long and short term goals for airport developments that are consistent with the current Airport Layout Plan, Airport Master Plan, and Airport Code.
  • Coordinates with the Texas Department of Transportation Aviation Division and the Federal Aviation Administration for airport development and grant funded improvements, overseeing grant funded construction and maintenance projects.
  • Keeps current and implements the Airport Code, which includes Airport Rules, Regulations, and Minimum Standards.
  • Develops the annual budget for operations and capital funding, and monitors expenses. Provides a five-year forecast of capital expenses. Manages and negotiates airport tenant leases and promotes the airport to prospective tenants and developers for aviation and non-aviation commercial uses.
  • Prepares agendas, conducts meetings of the Kerrville- Kerr County Airport Board meeting. Performs other duties by acting as representative to various aviation organizations and associations and represents the City of Kerrville and Kerr County as Sponsors of the airport.
  • Coordinates and acts as the primary contact for Fixed Base Operations (FBO), other commercial operations and tenants.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

  • Knowledge of Federal, State and local regulations pertinent to airport management.
  • Knowledge of principles, practices, techniques and methods of airport operations and management.
  • Knowledge of budget preparation and monitoring techniques and procedures.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES (CONTINUED):

  • Knowledge of airport emergency operations, methods, procedures and practices.
  • Ability to analyze and effectively report upon operating conditions and problems to recommend and implement appropriate solutions.
  • Ability to prepare accurate and concise written reports.
  • Good interpersonal and customer service skills
  • Communicate effectively verbally and in writing
  • Knowledge and ability to operate computers and software programs
  • Ability to read and follow building plans, site civil plans, electrical, and plumbing plans.

EDUCATION AND EXPERIENCE:

  • Bachelor’s Degree from an accredited college or university with coursework in Business Administration, Aviation Management, Asset Management, Engineering and/or related fields;
  • Minimum of eight to ten years of experience in airport operations or management or equivalent combination of education and experience.
  • Private Pilot with instrument rating preferred, but not required.
  • Accreditation by the American Association of Airport Executives or obtain such with one year of employment.

SUPERVISORY:

Work requires direction of airport employees, helpers, assistants, seasonal employees, interns or temporary employees.

RECRUITMENT DATES

SALARY RANGE

· $80,000 to $95,000 annually; Commensurate with experience

· With Kerr County Health Care and Benefits
