This is not a State of Delaware merit position. It is a one-year contractual position with the opportunity to work long term.

The Kent Conservation District (KCD), a governmental subdivision of the State of Delaware, is seeking applicants for the contractual services position of Restoration Coordinator with the Delaware Department of Natural Resources and Environmental Control (DNREC), Division of Climate, Coastal and Energy.

 

JOB SUMMARY

The selected candidate will coordinate habitat restoration projects funded by the Infrastructure Investment and Jobs Act (IIJA) within DNREC, as well as with key external stakeholders representing National Estuary Programs, nonprofits, local governments, and academia.


The Restoration Coordinator will manage the IIJA grants for the Coastal Program.  The selected candidate will develop project selection criteria, project proposals, and project performance measures for IIJA funding that support the goals of the various state habitat and wildlife conversation plans and strategies as applicable. Collectively, these plans collate stakeholder-driven restoration and conservation goals for the state of Delaware to help protect wetland and estuarine habitat to support healthy coastal ecosystems, as well as preserve recreational opportunities.

 


ESSENTIAL FUNCTIONS

•       Develop restoration project prioritization and selection criteria.

•       Update existing prioritization criteria and restoration plans.

•       Manage contracts and projects associated with IIJA funds and IIJA grant deliverables.

•       Develop performance measures for IIJA-funded restoration projects.

•       Monitor and track the results of IIJA-funded restoration projects, specifically those projects where the Restoration Coordinator, research reserve, or coastal management staff have provided significant technical assistance during the project development or implementation phases.

•       Coordinate with underserved communities through regular meetings and community outreach.

•       Work with stakeholder groups.

•       Write grant reports and manage grant funds.


JOB REQUIREMENTS 

Applicants must have the following:

  • At least three years’ experience as a planner OR at least three years’ experience in a planning function.
  • Experience in having responsibility for a most complex planning project (complexity is to be determined based on variables such as discipline, population, fiscal impact, geographic area, social impact, planning horizon, public involvement, research and analysis, and the nature of the project team).
  • Experience in serving as a subject matter expert in habitat restoration and/or resilience-based projects.
  • Experience in managing grants.


 

CONDITIONS OF EMPLOYMENT

1.     Applicants must be legally authorized to work in the United States. The Conservation District participates in the Federal E-Verify system to confirm you are authorized to work in the U.S. The Conservation District shall require verification of identity, validating you are lawfully permitted to work in the United States beyond a temporary period without employment-based sponsorship.

2.     The Conservation District does not provide sponsorship for holders of H-1B Visas.

3.     Direct Deposit of paychecks is required of all new employees.

4.     Possession of a valid Driver’s License is required (not suspended, revoked, cancelled, or disqualified from driving.)

5.     Criminal Background Check: A satisfactory criminal background check is required as a condition of hire. The applicant may be required to pay for the criminal background check as part of the conditional offer of hire.

 

 

BENEFITS

The Kent Conservation District offers a comprehensive benefits package, including: 37.5-hour work week with flexible scheduling options, 9.5 hours per month of accrued vacation leave and 9.5 hours per month of accrued sick leave (prorated the first month of employment), and 12 paid holidays per year (holidays and floating holidays follow the State of Delaware schedule.) Health insurance and pension are also included in the benefits package.
