This is not a State of Delaware merit position. It is a one-year contractual position with the opportunity to work long
term.
The Kent Conservation District (KCD), a governmental subdivision of the State of Delaware, is seeking applicants for the
contractual services position of Licensing Specialist with the Delaware Department of Natural Resources and
Environmental Control (DNREC), Division of Water – Resource Protection Section.
JOB SUMMARY
The selected candidate will play a critical role and provide regulatory oversight within the Division’s Professional
Licensing Program. This program regulates environmental health professionals, contractors, and technical operators
who construct, operate, and maintain Delaware's water infrastructure including On-Site Wastewater System Contractors
(Classes A–I), Water Well Drillers/Pump Installers, Non-Hazardous Liquid Waste Transporters, and Wastewater
Treatment Facility Operators. The core mission of the Division’s Professional Licensing Program is to protect Delaware’s
public health, groundwaters, surface waters, and water supply systems by ensuring that only qualified professionals
work on critical water infrastructure. Responsibilities include administering, processing, and maintaining state-
mandated licenses and certifications required for professionals operating across water resource disciplines.
ESSENTIAL FUNCTIONS
Essential functions are fundamental, core functions and are not intended to be an exhaustive list of all job duties.
- Application Processing: Review, evaluate, and process initial and renewal applications for water/wastewater
Drillers/Pump Installers, and Wastewater Treatment Facility Operators.
- Board & Committee Support: Provide administrative, record-keeping, and operational support to division boards
for Wastewater Facility Operators).
- Examination Coordination: Organize and conduct candidate examinations, track results, and notify applicants
- Regulatory Compliance & Registry Maintenance: Maintain accurate, up-to-date databases of all active licenses
and suspensions or revocations.
- Public Outreach & Customer Service: Act as a point of contact for contractors, property owners, and the public
JOB REQUIREMENTS
Applicants must have the following:
1. One year of experience in document processing such as reviewing and evaluating records for completeness and
conformity with laws, rules, regulations, standards, policies, and procedures, resolving deficiencies, and tracking
and monitoring activities.
2. One year of experience in record keeping such as maintaining, filing, tracking, and retrieving physical, electronic,
and digital documents, reports, or other information.
3. One year of experience in customer service such as providing prompt, accurate, and courteous service to
customers seeking information, answering requests as quickly as possible, ensuring customers are satisfied with
service, and responding to complaints.
4. One year of experience in using an automated information system to enter, update, modify, delete,
retrieve/inquire and report on data.
CONDITIONS OF EMPLOYMENT
1. Applicants must be legally authorized to work in the United States. The Conservation District participates in the
Federal E-Verify system to confirm you are authorized to work in the U.S. The Conservation District shall require
verification of identity, validating you are lawfully permitted to work in the United States beyond a temporary
period without employment-based sponsorship.
2. The Conservation District does not provide sponsorship for holders of H-1B Visas.
3. Direct Deposit of paychecks is required of all new employees.
4. Possession of a valid Driver’s License is required (not suspended, revoked, cancelled, or disqualified from
driving.)

scheduling options, 9.5 hours per month of accrued vacation leave and 9.5 hours per month of accrued sick leave
(prorated the first month of employment), and 12 paid holidays per year (holidays and floating holidays follow the State
of Delaware schedule.) Health insurance and pension are also included in the benefits package.
