Pay: $85,000 to $110,000 per year, depending on depth of FOIA experience and directly relevant agency background.

Description of Work/Agency
Kenney Business Solutions, Inc. (KBS) is seeking experienced FOIA professionals to submit as part of an active proposal in support of the U.S. Department of the Treasury to serve as the contractor member of the FinCEN Freedom of Information Act Office at FinCEN headquarters in Vienna, Virginia. This person will work alongside Government FOIA staff to process requests from receipt through response, handling the full case lifecycle inside FinCEN's case management system. The records reviewed will include Bank Secrecy Act data and law enforcement sensitive material, so sound judgment on exemptions and a disciplined approach to protected information are central to the job. This is a single-seat position: the contractor works independently within Government direction as the one contractor in the office, supported by a dedicated KBS program manager, a Facility Security Officer, and contract-specific standard operating procedures and desk guides built during the first weeks on the job.
KBS is an SBA-certified 8(a) small business based out of the Washington DC area, specializing in federal information management: FOIA and Privacy Act support, records management, declassification, digitization, and litigation support. KBS holds a Top Secret / SCI facility clearance and supports FOIA programs at the Department of Defense, the General Services Administration, and other federal agencies, with Government evaluations rating our FOIA teams Exceptional for quality and schedule. Work is performed on site at a secure federal facility during FinCEN core operating hours.
Responsibilities
- Log, acknowledge, and triage incoming FOIA and Privacy Act requests; assign tracking numbers, fee categories, and processing tracks; and manage the statutory response clock.
- Coordinate record searches with FinCEN program offices, document search scope and methods, and track responses to search taskers.
- Review responsive records and recommend exemptions under FOIA, 5 U.S.C. 552(b), and the Privacy Act, with particular attention to Exemption 3 statutes protecting Bank Secrecy Act information and to Exemption 7 law enforcement material; prepare redactions for Government approval.
- Draft response letters, fee notices, and referral or consultation packages for Government signature; support administrative appeals and litigation requests as tasked.
- Maintain case records so that status, age, and disposition are current and reportable; contribute data to FinCEN's annual and quarterly FOIA reporting.
- Prepare and submit a weekly status report covering accomplishments, issues and resolutions, planned activities, and risks.
- Follow the KBS Quality Control Plan, raise performance issues to the Government promptly, and meet contract performance standards for quality, timeliness, and professionalism.
- Comply with FinCEN security, records management, confidentiality, and conduct requirements, including annual insider threat, cybersecurity, privacy, and records management training.
- Help develop and maintain contract-specific standard operating procedures and desk guides during the first 30 days of performance.
Experience
- Five (5) years of FOIA experience.
- Detailed knowledge of the Freedom of Information Act.
- Detailed knowledge of the Privacy Act, the Ethics in Government Act of 1987, the Presidential Records Act, the Federal Records Act, the Classified National Security Information Executive Order, and the Government Performance and Results Act.
- Working proficiency in Microsoft Office products, including Word and Excel.
Qualifications
- Active SECRET or higher personnel security clearance.
- Must be a U.S. Citizen.
- Working knowledge of Bank Secrecy Act confidentiality rules (31 U.S.C. 5319 and 31 CFR 1020.320) as they bear on FOIA release.
- Experience producing weekly written status reports to a Contracting Officer's Representative or Government lead.
- Experience with FOIAXpress or a comparable FOIA case management and redaction platforms.
- Experience as the sole or lead contractor FOIA analyst embedded in a government office, working independently without a contractor team around you. (preferred)
- FOIA experience at a Treasury bureau, financial regulator, or law enforcement agency where Exemptions 3 and 7 drive release decisions. (preferred)
- Professional references from a Government FOIA officer. (preferred)
