What are the responsibilities and job description for the State & Federal Programs Coordinator position at Kennedale ISD (Region 11)?

Primary Purpose:
Coordinate the district state and federal programs. Serve as grant administrator and compliance officer for federal and competitive grants. Collaborate with the district staff and outside personnel to formulate, develop, implement, and evaluate federal and state programs.

 

Job Scope:

Develop and monitor compliance processes and systems to ensure that Kennedale ISD achieved and maintains 100% compliance with fiscal and programmatic accountability standards. Ensure compliance with federal, state, and local requirements. Prepare, monitor, and make recommendations for the state program budget and oversee federal grant budgets.

 

Qualifications:

Education/Certification:

Bachelor’s Degree

TASBO Certification required

 

Experience:

Minimum 5 years’ experience in school finance

Minimum 5 years’ experience managing special funded program budgets, specifically federal funded programs for a large organization, preferably in a school district or District-level grant program, management experience preferred

 

Special Knowledge/Skills:

Highly organized and efficient

Knowledge of federal and state rules and regulations of assigned programs

Knowledge and skill in budget process

Expertise in interpreting and applying federal and state law in educational settings

Knowledge and skill in budget processes

Ability to interpret data, implement policy, manage budget, and supervise personnel

Strong organizational, communication, and interpersonal skills

Major Responsibilities and Duties:
Program Oversight and Management
1.   Work collaboratively with staff to develop staffing, budget projections, preparation, and monitoring of all federal grants and state programs, including following and monitoring purchasing procedures based on Federal guidelines.

2.   Assist district with conducting and documenting the comprehensive needs assessment, developing plans to address their identified needs, and the annual evaluation of state and federal programs.

3.   Meet regularly with district stakeholder groups to gather input and to communicate progress based on requirements for all federal grants and state programs.

4.   Publicize all required information and garner public participation for establishing priorities for federal grant funds.

5.   Manage and monitor fiscal and program activities.

6.   Collaborate and work cooperatively with other directors and staff to align assigned programs with the District mission, initiatives, and learning platform.

 

Policy, Reports, Budget, and Law

7.   Ensure compliance with federal, state, and local requirements.

8.   Comply with policies established by federal and state law, State Board of Education rule, and local board policy.

9.   Serve as an advisor and additional support to the Finance Office to ensure that the District maintains compliance for both federal programs and financial requirements.

10. Create and provide information to the District’s external auditors and/or TEA auditors for the annual single audit and other program or financial compliance requests as needed.

11. Prepare necessary documentation and reports for fiscal accountability for federal funds.

12. Compile, maintain, and file all reports, records, and other documents required.

13. Develop and manage record-keeping systems that provide accurate and timely information.

14. Work collaboratively with the Superintendent’s Office for maintaining and updating federal job descriptions.

15. Provide accurate and timely input of all required data for program compliance.

16. Review and revise applicable program handbooks and forms to ensure compliance.

17. Establish communication systems that keep all parties well informed.

18. Provide on-going monitoring and annual self-assessment of program effectiveness and correction of any areas of deficiency.

19. Ensure that program costs are reasonable, necessary, allowable, and allocable, and that funds are managed prudently.

20. Compile, maintain, and file all reports, records, and other documents as required including auditable records and statements.

21. Maintain up to date information on legal issues and requirements of assigned federal and state programs.

22. Compile budgets and cost estimates based on documented program needs.

23. Determine distribution of federal funds and prepare budget.

24. Approve and monitor expenditures to ensure compliance with program compliance.

25. Prepare and submit reports, applications, amendments, and compliance reports to TEA for state and federal funding sources.

26. Perform other duties as delegated or assigned.

31. Demonstrates skill in conflict resolution with administrators, parents, teachers, and staff.

 

MENTAL DEMANDS/PHYSICAL DEMANDS/ENVIRONMENTAL FACTORS:
Tools/Equipment Used:  Personal computer, phone systems, video/instructional equipment, and peripherals; standard instructional equipment.

Motion:  Frequent walking; repetitive computer work with frequent use of hands or wrist.

Lifting:  Regular light lifting and carrying. (less than 15 pounds)

Environment: Work is in an office environment; must have ability to move from one location to another throughout the district.

Mental Demands: Maintain emotional control under stress; work prolonged or irregular hours.
