Primary Purpose:
Provide district-wide leadership for all assessment, accountability, and college, career, and military readiness (CCMR) functions. Direct the planning, implementation, and security of all state and local assessment programs, including STAAR and TELPAS, and all college entrance and readiness testing, including TSI, SAT, ACT, and ASVAB. Lead the district's accountability reporting and continuous improvement processes in alignment with state and federal requirements. Oversee advanced academic programming and coordinate master scheduling support to ensure equitable student access to rigorous coursework. Use data analysis to drive instructional improvement and communicate results to stakeholders across the district.

Qualifications:

Education/Certification:

Minimum of Master’s degree in an education related field

Valid Texas Teaching Certification

Valid Texas Mid-Management or Principal Certification

 

Experience:

Minimum five years of teaching and/or administrative experience in a public-school setting

Demonstrated experience managing district-level assessment programs required

Experience with STAAR, TELPAS, and college readiness testing programs required

District-level administrative or coordinator experience preferred

 

Special Knowledge/Skills:

Comprehensive knowledge of TEA accountability systems, CCMR indicators, and state and federal assessment requirements

Expertise in interpreting and communicating student performance data from multiple sources

Knowledge of advanced academic programs including AP, Dual Credit, and OnRamps

Familiarity with college readiness measures including TSI, SAT, ACT, ASVAB, and AP/IB/Dual Credit pathways

Ability to manage budget and personnel

Proficiency with data systems including DMAC, TAMS, and Texas Student Data System (TSDS)

Strong organizational, communication, and interpersonal skills

Ability to plan, coordinate, and deliver professional development to diverse adult learner audiences

Experience performing statistical analysis and preparing evaluation reports

 

Major Responsibilities and Duties:
Assessment Program Management

1.    Direct the planning, coordination, and implementation of all state-mandated assessment programs, including STAAR, TELPAS, and STAAR Alternate, in compliance with TEA policies and timelines.

2.    Coordinate all college entrance and readiness testing programs, including TSI, SAT, ACT, ASVAB, PSAT, and AP exams, ensuring appropriate student access, registration, and support.

3.    Develop and implement procedures to ensure the security, confidentiality, and integrity of all testing materials and data; order, receive, inspect, document, distribute, and return all materials in accordance with TEA inventory policies and established timelines.

4.    Identify, investigate, and address testing irregularities; develop and deliver comprehensive training for all district and campus test administrators to ensure lawful and consistent implementation; attend all TEA-required training sessions and participate in regional and state conferences to remain current with compliance requirements.

5.    Organize all logistics related to scheduling and conducting districtwide testing, including staffing, material distribution, and accommodations coordination for students with disabilities and English learners.

Accountability and CCMR

6.    Lead the district's accountability and CCMR reporting processes, including oversight of all indicators that contribute to the Texas accountability rating.

7.    Monitor student progress toward CCMR indicators, including college readiness benchmarks, advanced course completion, dual credit, and industry certifications.

8.    Coordinate advanced academic programming, including AP, Dual Credit, and OnRamps, in collaboration with campus counselors and instructional staff to ensure equitable student access.

9.    Provide leadership and support for master scheduling to ensure course offerings are aligned with graduation requirements and CCMR goals.

10.  Compile and submit all required TEA accountability reports within established deadlines.

Data Analysis and Reporting

11.  Analyze and interpret student assessment data to identify trends, strengths, and areas for improvement at the campus and district levels; develop and maintain effective assessment data systems and collection processes that provide baseline measures and track longitudinal trends.

12.  Ensure that campus instructional staff receive timely, clear, and actionable data to support the development of student achievement goals; develop and distribute statistical studies, analysis reports, and program evaluation summaries as required.

13.  Collaborate with instructional teams to analyze assessment results and connect findings to instructional improvement planning; assist campuses in accessing and using DMAC, TAMS, or other state-designated data systems effectively.

Staff Development

14.  Plan and deliver professional development for teachers, campus administrators, and staff on assessment literacy, data interpretation, and testing procedures.

15.  Disseminate current research and significant state and national developments related to assessment, accountability, and college readiness.

Personnel Management

16.  Supervise, evaluate, and support the Coordinator of Assessment & Accountability (CCMR) and other assigned staff.

17.  Prepare, review, and revise job descriptions within the department; select, train, and evaluate staff and make recommendations relative to assignment, retention, discipline, and dismissal.

Budget

18.  Develop and administer the department budget based on documented program needs; compile budget and cost estimates, assist with the selection and purchase of supplemental equipment and assessment resources, and participate in grant-writing activities to obtain program funding.

Policy, Reports, and Law

19.  Implement policies established by federal and state law, State Board of Education rule, and local board policy related to assessment and accountability; monitor state and federal legislative processes for potential impact on assigned programs.

20.  Compile, maintain, and file all reports, records, and other documents as required.

Communication and Community Relations

21.  Establish and maintain professional relationships and open communication with principals, teachers, staff, parents, and community members; articulate the district's mission, assessment philosophy, and accountability results to the community and solicit its support.

22.  Demonstrate awareness of district and community needs and use appropriate strategies to encourage community and parent involvement.

Other Duties as Assigned

23.  Perform all job-related duties as assigned and in accordance with Board rules, policies, and regulations. All employees are expected to comply with lawful directives in rare situations driven by need where a team effort is required.

24.  Follow district safety protocols and emergency procedures.

 
Supervisory Responsibilities:
Supervise, evaluate, and recommend the hiring and dismissal of the Coordinator of Assessment & Accountability (CCMR) and other assigned personnel.

Tools/Equipment Used:  Personal computer, phone systems, video/instructional equipment, and peripherals; standard instructional equipment.

Lifting:  Regular light lifting and carrying. (less than 15 pounds)

Environment: Work is in an office environment; must have the ability to move from one location to another throughout the district.
