What are the responsibilities and job description for the Senior Manager - Office of Emergency Management position at KENAI PENINSULA BOROUGH?
We are looking for a strategic, high-caliber leader to serve as our Senior Manager of the Office of Emergency Management (OEM). Based in the heart of the peninsula, you will be the primary architect of safety and resilience for one of Alaska’s most diverse and expansive regions.
From coordinating multi-agency disaster responses to navigating complex federal grants and mitigation planning, this is a role for a seasoned professional who thrives under pressure. You won’t just manage a department; you will lead the charge in keeping our residents, our unique tribal communities, and our breathtaking landscapes protected and prepared.
• High school diploma or GED, and bachelor’s degree in in a related field; degree requirement may be substituted with current Certified Emergency Manager (CEM) designation and five years of emergency management experience.
• A minimum of five (5) years of increasingly responsible emergency management experience, at least two years of which must have been at the supervisory level. This experience must include demonstrated experience in all of the following:
a. Extensive experience in public safety and emergency planning and response including resource management, emergency communications systems, budgeting and managing public funds, grant writing and reporting, grant and project management ranging from small to complicated and thorough documentation incident.
b. Administrative responsibility including budget preparation, disaster management, mitigation planning, public information (information development, area & statewide dissemination and systems), personnel management, interdepartmental coordination/cooperation.
c. Personnel management experience including ability to organize large and disparate groups for common goals, ability to carry out responsibilities and cooperate with people under various stages of stress and duress (employees, interagency and public).
d. Demonstrated experience with incident command systems, understanding of strategy and tactics related to emergency response and resource management, emergency response and political conditions, ability to listen to issues and provide alternatives, firm support and to deliver negative results as necessary.
e. Strong communication skills in public speaking in community and disaster conditions, including both verbal command in person and via radio, and written communication as demonstrated in accurate and comprehensive report writing and documentation, and providing strong customer service philosophy in leadership.
• Must have thorough knowledge of the geography and population pattern of the Kenai Peninsula Borough and general understanding of cultural and tribal uniqueness related to disaster response, recovery and preparedness.
• Must have and maintain a valid Alaska driver license to perform all job functions.
1. Independently or as part of a working group, develops the Kenai Peninsula Borough and inter-jurisdictional disaster response and recovery plans, mitigation plans, emergency operations plans and annexes, and coordinates same with other jurisdictions.
2. Coordinates disaster management between the KPB, municipalities, the State of Alaska, agencies of the United States, foreign consulates and recovery organizations.
3. Coordinates directly and indirectly, all activities and resource requests relative to natural or human-caused emergencies/disasters, including coordination between KPB and city responses as well as mitigation or emergency communication plans.
4. Coordinates activities including training of workers engaged in preparing for disaster response and coordinates with civic and professional leaders to develop and implement emergency management plans to assure coordination with state and borough needs.
5. Identifies shelter locations and ensures shelter management to meet local emergency shelter needs and federal and state standards.
6. Obtains cooperation of property owners, civic leaders and professional groups in providing facilities and services for emergency preparedness.
7. Exercises the authority and discharges the duties outlined in Chapter 20 (Homeland Security and Civil Defense) and Chapter 23 (Alaska Disaster Act) or Title 26 of the Alaska Statutes, as amended.
8. Administers KPB interaction with other agencies and jurisdictions for emergency and disaster situations.
9. Assists in providing warnings and survival information throughout the borough before, during and after emergencies.
10. Provides efficient deployment and use of KPB personnel, facilities and equipment in the event of an emergency/disaster, including activation of the KPB incident management team and emergency operations center for emergency operations or as an area-wide coordination center.
11. Directs inspection, maintenance and inventory of OEM assets including: facilities, emergency supplies, equipment and rolling stock.
12. Directs activities of the emergency operations center for the borough for emergency/disaster management.
13. Proficient experience in grants management with a specific emphasis in federal requirements and regulations as applicable to disaster developments, start to finish.
14. Provides direct liaison between KPB and the local emergency planning committee.
