Program Administrator / QMHP – Residential Treatment Home (Gresham, OR)

Kelly Creek Treatment Home is opening a licensed Residential Treatment Home in Gresham for up to five adults living with serious mental illness. We’re looking for an experienced, compassionate Program Administrator who is also a Qualified Mental Health Professional (QMHP) to lead the home’s daily operations, provide clinical oversight, and help build a safe, recovery-focused, person-centered environment.

Schedule: Part-time or full-time. A minimum of 20 hours per week on-site is required.
Pay: $50 - $60 per hour, depending on experience

Administrative responsibilities

• Oversee the daily operation and maintenance of the home, in compliance with OAR 309-035 and all federal, state, and local rules
• Develop, implement, and update the program’s written policies and procedures
• Ensure enough qualified staff are always on duty to support resident safety, rights, and person-centered service plans
• Maintain resident, personnel, and facility records
• Submit incident and critical incident reports to OHA and the county mental health program within 48 hours
• Verify that all staff have current background checks and are not on federal exclusion lists
• Report regularly to the owner on program operations and designate a responsible staff person when absent

Clinical (QMHP) responsibilities

• Provide clinical oversight and treatment coordination for all residents
• Complete mental health assessments and develop person-centered residential service plans
• Review and oversee resident documentation and progress notes
• Provide skills training and guidance to residents and direct care staff
• Coordinate with the licensed medical professional, case managers, families, and community partners

Required qualifications

Clinical credential:

• Graduate degree in a behavioral health field with current QMHP certification through MHACBO, ora current Oregon license (LCSW, LPC, LMFT, LMSW, or equivalent)

Experience (one of the following):

• At least 1 year of clinical experience in a setting that treats people diagnosed with serious mental illness, such as an inpatient psychiatric unit, behavioral health unit, psychiatric hospital, or outpatient mental health program, or
• At least 2 years of experience in a licensed residential setting serving people with serious mental illness, such as an RTH, RTF, or SRTF

And all the following:

• Ability to pass an Oregon background check under OAR 943-007
• Not listed on the U.S. OIG or GSA exclusion lists
• Ability to read, write, and communicate clearly in English with residents, medical providers, and care coordinators
• Signed employment verification letters documenting the experience above
• Willingness to learn and follow the requirements of OAR 309-035-0100 through 309-035-0281
