Keish Environmental is seeking a self-motivated, enthusiastic individual to join our team as a Regulatory and Permitting Compliance Specialist. This remote or hybrid position to the Fresno office works alongside our clients, both in government and the private industry, to oversee all aspects of regulatory environmental and stormwater compliance on projects. The location is Fresno, Ca with the expectation to be in office 2-3 days a week.
About The Role
The regulatory and permitting compliance specialist supports compliance with environmental requirements for high-speed rail (HSR) in active construction areas through review and preparation of environmental compliance reports and documentation; evaluation of HSR environmental documents, permits, and other regulatory approvals; and coordination with relevant functional units to ensure compliance with the Authority’s environmental commitments. The regulatory and permitting compliance specialist works closely with an interdisciplinary environmental compliance team to identify environmental mitigation implementation responsibilities and track mitigation compliance across the program.

What You Bring
- Supports oversight and management of compliance with the Authority’s environmental commitments
- Assist with construction-phase compliance reporting
- Evaluate contractors for conformance to federal, state, and local regulatory standards including, but not limited to:
- Conducting inspections of active construction sites
- Reviewing document submittals and correspondence
- Verifying that the EMMA database is being used correctly
- Evaluating completed sites to confirm accuracy of compliance reporting
- Assessing and supporting the development of training programs and training records
- Evaluate project activities and documentation for compliance with applicable state and federal environmental laws and regulations including the National Environmental Policy Act (NEPA), California Environmental Quality Act (CEQA), the Clean Water Act, federal California endangered species acts, and California Fish and Game Code (Section 1600).
- Act independently and as part of a multidisciplinary compliance team to ascertain compliance and recommend appropriate action to ensure compliance or return to compliance
- Assist with the development of findings, recommendations, and corrective actions to ensure continued compliance and address compliance deficiencies
- Provide technical assistance to ensure continued permit compliance and address noncompliance
- Coordinate the development of written procedures and reporting
- Bachelor’s degree in environmental science, engineering, biology, or related field and 5-7 years of relevant experience
- Experience implementing compliance programs and monitoring environmental compliance on large construction projects
- Expertise in areas that align with biological resources/species and habitat protections
- Experience with construction compliance in the field
- Familiarity with state and federal environmental laws and regulations (e.g., National Environmental Policy Act [NEPA], California Environmental Quality Act [CEQA], Sections 401 and 404 of the Clean Water Act, Section 7 of the federal Endangered Species Act, Section 2081 of the California Endangered Species Act, and Section 1600 of the California Fish and Game Code)
- Ability to successfully manage multiple competing priorities
- Experience working on large, complex environmental compliance programs
- Experience with design-build contracting and construction processes
- Experience with linear infrastructure projects
- Strong technical reading, writing, and reporting experience
- Graduate degree in biology, environmental science, civil/environmental engineering, or related science
