Program Manager Overview

We are seeking a highly motivated and experienced Program Manager (PM) to serve as the primary point of contact for the customer and to provide strategic leadership and direction for all personnel assigned to the program. The Program Manager will oversee the successful execution, performance, and delivery of all program requirements while ensuring technical excellence, operational efficiency, and strong client relationships.

This position requires a proven leader with exceptional organizational, communication, and problem-solving skills. The ideal candidate will have a background in managing large-scale IT infrastructure or cloud programs within federal or defense environments and a deep understanding of program management best practices.


Key Responsibilities

The Program Manager will:

  • Develop, manage, and report on the Program Management Plan (PMP) to ensure adherence to scope, schedule, cost, and performance objectives

  • Oversee all aspects of program execution, including technical delivery, performance, and business operations

  • Ensure the quality, efficiency, and effectiveness of program outcomes across multiple labor categories and complex contract requirements

  • Prepare and deliver detailed program status briefings, risk assessments, and financial reports to senior leadership

  • Serve as the primary point of contact (POC) for all client and stakeholder communications

  • Provide clear direction, mentorship, and oversight to all personnel assigned to the program

  • Build and maintain strong relationships with government stakeholders to ensure alignment with mission and program objectives


Required Skills & Experience
  • Active Secret clearance required (Top Secret/SCI may be required)

  • 10 years of program or project management experience, including 5 years leading federal IT infrastructure or cloud programs

  • Proven success managing large-scale infrastructure programs within DoD or other federal agencies

  • Strong background in contract management, performance measurement, and cost control

  • Broad knowledge of IT infrastructure services (networks, servers, storage, cloud, virtualization, cybersecurity, help desk operations)

  • Expertise in IT service management and enterprise frameworks such as ITIL, DESMF, and TBM

  • Demonstrated leadership and stakeholder engagement skills with the ability to manage complex, multi-vendor environments

  • Prior experience supporting Department of Homeland Security (DHS) or U.S. Coast Guard (USCG) preferred


Education & Certifications

Required:

  • Bachelor’s degree in Information Technology, Engineering, Business, or a related field

  • Master’s degree in Information Technology, Engineering, Business, or a related field

  • CompTIA Security or equivalent DoD 8570/8140 certification

  • Project Management Professional (PMP) certification

  • ITIL 4.0 certification

  • Technology Business Management (TBM) certification

Security Clearance

Applicants must be U.S. citizens with an active or transferable Department of Defense security clearance. Selected candidates will be subject to a background investigation and must meet eligibility requirements for access to classified information.
