What are the responsibilities and job description for the Program Analytics Lead position at KEEL?
Responsible for supporting and advancing the company’s Earned Value Management (EVM) processes to ensure consistent program alignment, financial transparency, and compliance across all projects. This position plays a key role in executing Keel’s commitment to utilizing Earned Value Management Systems (EVMS) across the organization, ensuring accurate and complete financial reporting for both internal and external stakeholders.
- Works under general oversight to develop time-phased integrated budgets and schedules, Earned Value (EV) data compliance and reporting, cost accounting and cost and schedule integration.
- Develop and enhance financial controls, procedures, system requirements, and forecasting techniques, as directed, to evaluate contract/program status and ensure compliance with government and customer requirements.
- Comprehensive knowledge for financial performance of programs, providing management with an early warning of potential performance issues, identifying risks and offering solutions.
- Budgeting, cost control and variance analysis, internal/external reporting, risk management and financial support.
- Schedule analysis
- Development of quarterly EACs; analyze/assist in accurate projection of Estimate to Complete (ETC), Estimate at Complete (EAC) and Latest Revised Estimate (LRE) data.
- Analyze costs and personnel ensuring that actuals are within budget and charged to the correct end objective.
- Analyze workforce planning, forecasting and reporting.
- Accounting data extraction and reconciliation.
- Generate program financial artifacts such as EV reports, graphs, and analysis, as required to include customer reporting.
- Develop and present briefing of program financial status to customer.
- Educate management with internal reports on cost and schedule performance.
- Communicates within and outside the organization to explain and influence changes to practices and processes.
- Provides suggestions and implementation of new process improvement initiatives.
- Perform ad-hoc analysis, data integrity checks, and validations related to program financials.
- Broad knowledge of Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulation Supplement DFARS, Cost Accounting Standards (CAS), and Generally Accepted Accounting Principles (GAAP).
- Monitor progress of program requirements and cost performance against plans to ensure contractual cost obligations are met.
- Ability to obtain US Security Clearance.
Education/Experience
- Bachelor’s Degree in finance or equivalent degree and minimum 7 years of prior relevant finance experience.
- Graduate Degree and a minimum of 3 years of prior related finance experience is a plus.
- In lieu of a degree, a minimum of 10 years of prior finance experience.
- Prior manager experience is a must.
- 3 years experience using Excel as a daily tool.
- Smartsheet experience is a plus.
- 3 years experience with financial analysis, forecasting, and reporting, to include variance explanations.
- 3 years experience with budgeting and earned value reporting.
- Experience with customer/management reporting.
- Familiarity with contract compliance and negotiation.
- Knowledge of cost/schedule development, budgeting, financial analysis and reporting, financial modeling, corporate forecasting, and/or business acquisitions.
- Understanding of general accounting principles and earned value management, including the ability to accurately assess cost data and forecast expenditures.

Work Environment:
- Exposure is frequent to moving mechanical parts, airborne particles - eye protection is required, and fumes, machine vibration, and noisy conditions, high temperatures, and occasional to a restricted space work area. All Keel locations are tobacco free where appropriate.
