Job Summary

KBR is seeking a Senior Program Analyst (Maintenance Assistant Requirements Officer) to join our Team. In this role you will provide expert-level support to the Aviation Fleet Readiness Center (FRC or Depot) Maintenance Requirements Officer by conducting analyses and evaluation of aircraft, engine, and support equipment logistics planning in support of the Logistics and Readiness Branch, OPNAV N980L.

OPNAV N980L is the Logistics and Readiness Branch of the Office of the Chief of Naval Operations (OPNAV). It supports the Navy and Marine Corps by analyzing and evaluating aircraft, engines, and support equipment logistics.

Role And Responsibilities

  • Support the Requirements Officer during all phases of the Joint Capabilities Integration and Development System (JCIDS) process. This includes technical writing, preparation, or review of formal requirements documents such as: concepts of operations, capabilities-based assessments, analysis of alternatives, initial capabilities documents, capabilities development documents, and requirements memoranda.
  • Provide analysis on Future Year’s Defense Program (FYDP) and year of execution requirements vetting to ensure the Fleet’s top priorities are supported and defended.
  • Route draft program-related documents and incorporate salient comments into final versions.
  • Research, investigate, and evaluate program requirements, resourcing, and objectives in the annual Program Objectives Memorandum (POM) process.
  • Conduct studies and provide results to the Government pertaining to evaluation and analysis of program performance; research aviation development trends as it applies to associated programs.
  • Conduct investigative analysis to assess the impact of programmatic changes on system(s) acquisition, support, and sustainment.
  • Provide analysis of technology advancements, as well as product and/or process improvements to increase warfighter capabilities and performance.
  • Analyze and review similar programs led by other Services and Agencies to leverage Joint applications.
  • Provide technical analysis support and understanding of program requirements to the Fleet (Naval Aviation Requirements Group (NARG), Enabler NARG (ENARG), TYCOM Priority Panel (TPP), Operational Advisory Group (OAG), Users Conference, etc.) and other NAVAIR Program Managers (PMs), SYSCOMs, and Joint Services for existing and arising products and capabilities.
  • Support the prioritization and incorporation of Fleet-generated requirements (NARG, ENARG, TPP, OAG, Users Conference, etc.) to develop the Program Requirements Review (PRR) brief to OPNAV N98 to include justification and issue sheets.
  • Provide support in the generation or analysis of weapon system master plans, which directly feed Type Model Series (T/M/S) Platform Capability Evolution Plans, to document and plan for future capabilities.
  • Provide technical writing for the government in response to related Navy internal, Office of the Secretary of Defense (OSD), and Congressional taskers. Draft the response for government review and final submission.

Liaison

  • Interface with NAVAIR Program Office Assistant Program Managers for Logistics (APML) and Business Financial Managers (BFMs), OPNAV Resource Sponsors and Requirements Officers, Office of Financial Management and Budget (FMB) analysts, and Naval Supply System Command financial and logistics managers to gather information and help promote well-researched decisions.
  • Work closely with NAVAIR Business Operations Group, and Commander Fleet Readiness Centers to assist in depot maintenance requirements development, recommend resourcing decisions and outlining risk based upon available funds.
  • Ensure coordination of depot maintenance requirements with entities outside of the Air Warfare Division (OPNAV N98) to include OSD CAPE, HQMC Aviation, and NAVAIR offices.
  • Maintain liaison with other OPNAV N-codes with naval aviation maintenance equity to ensure data validity/sufficiency for the lead Requirements Officer to develop and defend depot maintenance requirements and budgets.

Programming/Budgetary Execution

  • Monitor the Program Budget Information System (PBIS) for changes and construct load sheets as needed in support of budget programming.
  • Build government approved POM issue sheets to define program needs or budgetary shortfalls.
  • Review program budget decisions (PBD), or resource management decisions, Fact-of- Life Change Proposals, and corporate bills and assess their impacts on aviation maintenance requirements and associated enabler accounts.
  • Provide assistance to Program Offices, COMFRC, and/or NAVAIR Sustainment and Business Operations Groups on budget exhibit preparation and review submissions for anomalies that could result in punitive marks.
  • Provide financial management support by monitoring programmed and budgeted resources against actual execution of approved funds.
  • Identify issues, concerns, and impact of budgetary adjustments to ensure funds are effectively and efficiently meeting Department of the Navy (DoN) needs.

Subject Matter Expert

  • Serve as the focal point for continuity and as the principal advisor to N98 leadership for aviation maintenance programs, including aviation depot (airframes, engines, support or components) and intermediate levels of maintenance.
  • Provide analysis or advocacy of aviation maintenance policy issues through participation in related strategic development sessions (Integrated Project/Cross Functional Teams, special advisory boards, or working groups), or via preparation of guidance and facilitation of policy execution.
  • Perform studies and provide information that contributes to the Government’s knowledge of aviation maintenance, including but not limited to examining repair turn-around-time, workload standards, and their inter-relationships.
  • Maintain proficiency in order to access, harvest, and/or analyze data resident in aviation databases (DECKPLATE, VAMOSC, JDRS, FHRM/FHPS, etc.) to assist in outlining impacts to aircraft, engine, or subsystem readiness based on changes to utilization, reliability, or associated budget.
  • Coordinate the design, development, and use of software tools (e.g. spreadsheets, databases, web sites) used by the Government to develop, validate, or defend aviation depot maintenance requirements and funding; seek or identify opportunities to streamline, integrate, or otherwise improve software tools.

Basic Qualifications

  • High school diploma.
  • Must have minimum of 13 years of aviation maintenance managerial experience.
  • Understanding of Echelon 1 staff functions and the relationship to other echelon commands.
  • Comprehensive knowledge of naval aviation and the interrelationship with the Flying Hour Program to aircraft and engine depot maintenance, Integrated Logistics Support, and material readiness.
  • Knowledge of Microsoft Office Suite in order to develop and produce briefing slides, metric charts, graphics, or other documents to support a variety of engagements across multiple levels of leadership inside and outside of the DoN.
  • Must have an active Secret level security clearance. Contract requires US citizenship.

Preferred Qualifications

  • Bachelor's degree is desired, but not required.
  • Must possess excellent verbal, written, and presentation skills.

Work Location: Onsite - Pentagon

Compensation: $109,940.00 - $164,795.00.

The salary range posted is for Washington, DC locations. The offered rate will be based on contact affordability, the selected candidate’s knowledge, skills, abilities, and/or experience, and in consideration of internal parity.
