Program Summary

KBR, through the AFCAP V Program, assists the U.S. Air Force by offering Southwest Asia Logistics Support (SWA Log). These services provide inventory management, property accountability, equipment movement, and logistics coordination for U.S. Air Force operations across multiple locations in Southwest Asia. Alongside SWA Logistics, KBR delivers Engineering Support, NTV Leasing, LAMS, Power Production, BOS-I, and a range of quality-of-life solutions that help sustain base operations.

Job Summary

The Alternate Site Manager / Mechanical Engineer serves in a dual role supporting the successful execution of Engineering Support Services at AASAB and associated sites. The position provides mechanical engineering expertise while also supporting the Site Manager with the day-to-day leadership, coordination, and administration of Task Order activities.

In the absence of the Site Manager, the Alternate Site Manager (ASM) will assume responsibility for site operations and serve as the primary KBR representative for coordination with Government personnel, subcontractors, employees, and other mission partners. The position ensures work is performed safely, efficiently, and in accordance with the Performance Work Statement (PWS), Task Order Management Plan (TOMP), applicable Air Force requirements, engineering standards, and KBR policies.

As the Mechanical Engineer, the employee will provide technical engineering support related to mechanical systems, facility infrastructure, utilities, HVAC, plumbing, fire protection, mechanical equipment, and other installation engineering requirements.

Roles And Responsibilities

  • Assist the Site Manager with the overall management and execution of Engineering Support Services at AASAB and associated locations.
  • Assume Site Manager responsibilities during the Site Manager’s absence and provide continuous leadership and operational oversight.
  • Serve as a primary point of coordination between KBR personnel, Government representatives, subcontractors, and mission partners.
  • Provide professional mechanical engineering support for facilities, utilities, infrastructure, and installation engineering requirements.
  • Evaluate existing mechanical systems and provide recommendations for repair, replacement, modification, or improvement.
  • Support HVAC, plumbing, piping, pumps, water systems, wastewater systems, fire protection, mechanical equipment, and other facility infrastructure.
  • Conduct facility assessments, field investigations, site surveys, inspections, and technical evaluations.
  • Review mechanical drawings, specifications, calculations, scopes of work, technical submittals, shop drawings, and Requests for Information (RFIs).
  • Support the planning, programming, design, execution, inspection, acceptance, and closeout of engineering and construction projects.
  • Assist with the preparation of Statements of Work, technical requirements, cost estimates, project packages, schedules, and engineering documentation.
  • Coordinate mechanical requirements with civil, electrical, structural, architectural, and other engineering disciplines.
  • Ensure engineering recommendations and project execution comply with applicable Unified Facilities Criteria (UFC), Air Force requirements, OSHA standards, codes, and accepted engineering practices.
  • Monitor Task Order performance and ensure work is performed in accordance with the PWS, Task Order Management Plan (TOMP), applicable regulations, and established performance standards.
  • Support the development, implementation, and maintenance of the TOMP and identify changes in scope, workload, staffing, or Government requirements that may require updates or contractual modification.
  • Coordinate staffing, scheduling, training, equipment, tools, vehicles, and other resources required to accomplish mission requirements.
  • Ensure personnel performing assigned work are properly trained, qualified, and competent through education and experience.
  • Monitor employee performance, productivity, safety, quality, and compliance with established procedures.
  • Identify operational, technical, schedule, and performance risks and develop appropriate mitigation strategies.
  • Provide technical support during equipment failures, utility outages, emergency repairs, and other mission-critical situations.
  • Prepare and support reports, briefings, schedules, staffing updates, performance metrics, engineering documentation, and other required Task Order deliverables.
  • Participate in Government meetings, project reviews, site inspections, construction meetings, and technical coordination activities.
  • Maintain effective communication with Government customers and provide timely updates regarding technical issues, project status, risks, and emerging requirements.
  • Promote a strong safety culture and ensure work is properly planned and executed in accordance with KBR, Air Force, OSHA, and site-specific safety requirements.
  • Maintain accurate documentation of engineering findings, inspections, recommendations, project status, corrective actions, and completed work.
  • Support personnel accountability, workforce planning, and day-to-day site administration as required.
  • Travel between AASAB and associated sites as necessary to support mission and engineering requirements.
  • Perform other duties and responsibilities necessary to support successful Task Order execution and the mission of the 386th Air Expeditionary Wing and its mission partners.

Basic Qualifications

  • U.S. National (USN) with an active Secret Security Clearance
  • Bachelor's degree in Mechanical Engineering from an accredited institution.
  • Demonstrated professional experience in mechanical engineering, facilities engineering, construction management, installation engineering, or a related field.
  • Previous leadership, supervisory, project management, or site management experience.
  • Experience supporting facility mechanical systems such as HVAC, plumbing, piping, pumps, utilities, and related infrastructure.
  • Ability to interpret engineering drawings, specifications, technical standards, and construction documents.
  • Knowledge of engineering design, construction, inspection, maintenance, and project execution processes.

Preferred Qualifications

  • Professional Engineer (PE) license or Engineer-in-Training (EIT) certification.
  • Previous AFCAP, U.S. Air Force, Department of Defense, or contingency operations experience.
  • Previous experience working at an overseas military installation or deployed location.
  • Experience managing multidisciplinary engineering teams.
  • Experience supporting U.S. Air Force Civil Engineer or installation engineering organizations.
  • Familiarity with Unified Facilities Criteria (UFC), Department of the Air Force Instructions (DAFI), OSHA requirements, and applicable U.S. building and engineering codes.
