Senior GIS Specialist / Geospatial Cartographer
About the role
We are seeking a senior GIS professional to serve as the lead producer for this effort.
U.S. Citizenship Required:
This position supports a U.S. Government contract that requires U.S. citizenship. Employment is contingent upon verification of U.S. citizenship as required by the contract.
What you'll do
- Compile, digitize, and maintain COTP zone boundary geometry from authoritative sources (33 CFR Part 3 legal descriptions, NOAA/USCG maritime data, existing jurisdictional datasets).
- Build and edit boundary feature classes in ArcGIS Pro ensure topological integrity, correct coordinate systems/projections, and precise alignment to legal descriptions.
- Perform rigorous QA/QC; reconcile discrepancies against source authorities and document decisions.
- Create and maintain FGDC/ISO 19115-compliant metadata and data dictionaries.
- Publish and deliver datasets via ArcGIS Enterprise / ArcGIS Online (feature services, web maps) and standard formats (file geodatabase, shapefile, GeoJSON, KML).
- Produce supporting cartographic products and documentation; respond to government review comments and meet the deliverable schedule.
Required qualifications
- Bachelor's degree in GIS, Geography, Geospatial Science, Cartography, or related field (equivalent experience considered).
- 5 years hands-on GIS data production ideally boundary/jurisdictional, maritime/marine, or federal datasets.
- Expert in ArcGIS Pro; experience administering/publishing to ArcGIS Enterprise (Portal/Server) and ArcGIS Online.
- Strong skills in data editing, topology, geodatabase design, coordinate systems/projections.
- Working knowledge of metadata standards (FGDC / ISO 19115) and geospatial QA/QC.
- Ability to interpret legal boundary descriptions and translate them into accurate geometry.
- U.S. citizenship and ability to pass a federal background investigation / Public Trust suitability (no security clearance required).
- Excellent documentation and written communication.
Preferred
- Experience with USCG / DHS / NOAA or maritime datasets; nautical charts (ENC/RNC).
- Familiarity with 33 CFR Part 3 / COTP zones.
- Python/ArcPy, SQL, Arcade for production automation.
- GISP certification.
Engagement details
- Location: Government place of performance is Washington, DC
- Type: Contract (W-2 or 1099)
- Duration: 12 months option years, per the contract.
