Business Manager / Human Resources Manager

Job Overview
The Business Manager/Human Resources Manager is responsible for overseeing the daily administrative, operational, and human resources functions of the organization to ensure high-quality delivery of DDD-approved services in compliance with New Jersey state regulations and company policies. This role supports staff management, operational efficiency, employee engagement, recruitment, compliance, and strategic growth while promoting Kavod Healthcare System’s mission of compassion, advocacy, support, and empowerment. The Business Manager/HR Manager works closely with leadership, support coordinators, therapists, direct support professionals, and community partners to maintain excellent service standards and a positive workplace culture.
Key Responsibilities
- Oversee day-to-day business operations for all DDD-related services and programs.
- Manage recruitment, onboarding, orientation, credentialing, and retention of qualified staff including DSPs, therapists, support coordinators, and administrative personnel.
- Ensure compliance with New Jersey DDD policies, Medicaid standards, labor laws, and organizational procedures.
- Develop and maintain employee schedules, staffing plans, performance evaluations, disciplinary actions, and HR documentation.
- Monitor employee training requirements, certifications, and continuing education to maintain regulatory compliance.
- Coordinate with clinical and support teams to ensure timely and effective service delivery for Behavioral Supports, Community Inclusion, Supported Employment, Therapy Services, Respite, and other DDD programs.
- Maintain personnel records, payroll coordination, attendance tracking, and benefits administration.
- Support quality assurance initiatives, audits, incident reporting, and risk management activities.
- Build and maintain relationships with community agencies, referral partners, families, and DDD representatives.
- Assist with budgeting, operational planning, vendor coordination, and office administration.
- Promote a positive, inclusive, and culturally competent work environment focused on client-centered care.
- Support organizational growth initiatives, community outreach, and strategic planning efforts.
Qualifications
- Bachelor’s degree in Human Resources, Healthcare Administration, Business Administration, Social Services, or related field preferred.
- Minimum of 2–5 years of management or HR experience in healthcare, DDD, social services, or community-based programs.
- Knowledge of New Jersey Division of Developmental Disabilities (DDD) regulations and Medicaid-funded services preferred.
- Strong leadership, communication, organizational, and problem-solving skills.
- Experience with employee relations, compliance management, and healthcare operations.
- Ability to multitask in a fast-paced healthcare environment while maintaining professionalism and confidentiality.
- Proficiency in Microsoft Office, HR systems, and electronic documentation platforms.

Pay: $100,000.00 - $120,000.00 per year
