Job Description

SUMMARY

Support the Chief Police Services and Installation Access Control in the management of the Air Force’s (AF) Physical Access Control System (PACS) and development of DoD access control efforts. Areas of responsibility include all CONUS and OCONUS AF installations and sites equipped with Defense Biometric Identification System (DBIDS). Prepare and submit DBIDS reports, plans, studies, schedules, and project reviews.  

 

ESSENTIAL DUTIES & RESPONSIBILITIES

  • Complete PACS installation and achieve operational acceptance of the PACS system at specified sites.
  • Provide general guidance and support to on-site staff.
  • Define PACS requirements and modernization efforts through the utilization of the Joint Service DBIDS User Group.
  • Establish PACS life cycle replacement schedule for all components.
  • Develop, coordinate, and distribute quarterly PACS performance reports. Be prepared to deliver briefings, data and trend analysis as needed.
  • Prepare and deliver written reports on PACS required actions, when necessary. Submit reports on meetings and conferences conducted or attended that includes attendees, topics of discussion, decisions, and issues pending for each event.
  • Provide written periodic progress reports on specific automated entry control programs at the discretion of the government.
  • Provide written guidance, as required, to the access control community concerning draft instructions and/or manuals.
  • Support strategic planning and development of next generation technology for DoD and AF Physical Access Control System (PACS) capabilities and systems supporting identity management, biometrics and access control.
  • Provide service support and coordination for the execution of USAF activities.
  • Attend program reviews.
  • Participate in AFSFC-designated meetings (e.g., via teleconference).
  • Develop and coordinate financial documentation.
  • Provide input to S3P with respect to AF interests/issues to include funding for new PACS equipment installs, technology development, training and policy updates.
  • Coordinate with Major Commands (MAJCOMs) to ensure requirements have been identified and action is being taken to resolve PACS other related system problem areas.
  • Conduct site visits as needed
  • Maintain regular and punctual attendance.
  • Perform other duties as assigned.

 

SUPERVISORY RESPONSIBILITIES

Serve as the on-site lead, providing day-to-day oversight and guidance to assigned staff.

Job Requirements

MINIMUM QUALIFICATIONS

  • U.S. citizenship required.
  • Experience as the designated service lead of a project or program.
  • Experience with database management and system applications.
  • Basic troubleshooting fundamentals for logical systems.
  • Recent knowledge and experience with DoD and USAF installation access control policy, guidance, procedures and systems.
  • Working knowledge of computers, DBIDS, Microsoft Windows, Microsoft Project, and Microsoft Office software.
  • Strong background in Law Enforcement (LE) operations.
  • Background in resources protection and force protection operations.
  • Must obtain and maintain a valid Secret security clearance.
  • Must obtain and maintain any necessary security access and/or background checks.

 

DESIRED QUALIFICATIONS & SKILLS

  • Understand and be knowledgeable of the current requirements process.
  • Understand the funding process associated with the project’s life-cycle cost.
  • Knowledge of the Program Objective Memorandum (POM) funding process.
  • Understand inventory management and life cycle replacement for equipment requirements.
  • Understand systems and security requirements.
  • Logical understanding of system from data source-ops employment.
  • Knowledgeable of the acquisition process of PACS.
  • Comprehend the security principles related to access control
  • Ability to present a professional appearance, and wear identifying badges  

 

WORK SCHEDULE

Full-time. May be required to work additional hours as needed to complete assignment or project.

 

TRAVEL

Required to travel to various locations within the Continental United States (CONUS) and outside the continental United States (OCONUS)The expected travel time is less than 50%.

 

DRIVING REQUIREMENTS

Must have or be able to attain a valid state driver’s license and be insurable on the company’s automobile insurance policy. Driving, with or without accommodation, may be required when traveling for training and/or short occasional amounts of local driving.  The expected driving time is less than 50%. 

 

WORK ENVIRONMENT

Work is primarily performed in a professional office setting, including the normal office equipment (e.g., computer, fax machines, copier) and with a wide variety of people in differing functions, personalities, and abilities.

 

PHYSICAL DEMANDS

Position consists of sitting for long periods of time, standing, walking, bending, stooping, crouching, and lifting up to 20 pounds. Frequently uses hands and fingers for manipulation of keyboard, mouse, office equipment, and driving controls.
