SUMMARY DESCRIPTION:

The Pathway Home Workforce Development Specialist (PHWDS) provides direct workforce services and intensive case management to individuals participating in the Pathway Home 6 program. This role serves residents pre-release inside eight adult correctional facilities in Kansas (Norton, Ellsworth, Larned, Hutchinson, Winfield, Lansing, El Dorado, and Topeka) and post-release for returning citizens across the Local Area 1 region.

The purpose of the Pathway Home program is to deliver intensive, collaborative case management and workforce development services before and after release, connecting participants to occupational skills training and on-the-job training opportunities in high-demand occupations. The PHWDS promotes employment, supports long-term job retention, and contributes to recidivism reduction within the community. No overnight travel is required except for training.

The PHWDS works under the direction of the Director of Re-Entry and Vocational Services and the Director of Program Operations.

DUTIES AND RESPONSIBILITIES:

  • Track program performance measurements and outcomes.
  • Assist in the development and coordination of offender workforce programs.
  • Recruit, interview, screen, determine eligibility, stabilize, enroll, and orient participants into the Pathway Home 6 program.
  • Network and maintain relationships with workforce system providers and social service organizations to leverage additional funding and services for participants.
  • Assess participants’ job readiness, training, placement, and support service needs.
  • Provide participants with support services and referrals to community agencies to address barriers to employment.
  • Provide labor market information on in-demand occupations and local employment opportunities to develop individualized career and employment action plans.
  • Develop work experience, on-the-job training, and other employer-based opportunities for program participants.
  • Maintain regular contact with participants, training providers, and employers to monitor performance, resolve issues, support retention, and identify additional training needs.
  • Facilitate individual and group job search preparation and training to build workplace readiness, habits, and attitudes necessary for success.
  • Maintain complete and accurate participant files.
  • Collect and compile data and statistics for required reports.
  • Collaborate with team members to ensure program goals and performance outcomes are achieved.
  • Perform other related duties as assigned.

PREFERRED EDUCATION, SKILLS, REQUIREMENTS, AND EXPERIENCE:

  • Associate degree preferred; relevant experience may substitute for formal education.
  • Travel required within service area; limited overnight travel for training.
  • Experience working with justice-involved individuals preferred.
  • Knowledge of workforce development, poverty, re-entry, and learning strategies for diverse populations.
  • Knowledge of WIOA and related regulations.
  • Proficiency in Microsoft Office (Word, Excel, PowerPoint, Access).
  • Strong written and verbal communication skills.
  • Project management experience.
  • Experience with data compilation and reporting.
  • Flexible, adaptable, and mission-driven.
