Our agency is led by Secretary Janet Stanek, who was appointed by Gov. Kelly in Dec 2021. KDHE is comprised of three divisions: Public Health, Environment, and Health Care Finance (which includes the State's Medicaid program, KanCare). We are the only agency in the nation to have these three entities under one roof which allows us to take a holistic approach to improving and protecting the health and well-being of all Kansans.

Compensation:

  • Annual Pay Range: $70,000 - $75,000

Position Summary & Responsibilities
Position Summary:
The Accounting Manager position (K is within the Kansas Department of Health and Environment Office of Fiscal Management. This position provides supervision for ten (10) staff positions responsible for the daily accounts payable activities of the agency. Provides technical assistance and training to agency staff on accounting and fiscal procedures to ensure that staff follow established procedures for the processing of vendor payments and purchase requisitions in accordance with state accounting policies. Assists subordinates in the resolution of difficult fiscal issues. Provide guidance to staff on all new directives from Department of Administration, KDHE management and outside sources that require implementation. Responds to KDHE inquiries and provide guidance pertaining to fiscal procedures and policies.

Job Responsibilities may include but are not limited to the following:
Monitors the KDHE Accounts Payable and KDHE AP Audit Team email accounts on a daily basis to ensure that staff are retrieving invoices received in a timely manner.

  • Update and maintain the Central Accounts Payable Procedure Manual.

Responds to annual ACFR requests as requested by the Division of Accounts and Reports. Prepares and submits the GASB 96 as requested.

  • IT contact for hard drive destruction fiscal processes.

Qualifications

  • Education:

  • High School, GED

  • Licensing & Certification:

  • Minimum Qualifications:

  • Two years of experience in planning, organizing and directing the work of a department, program or agency.

  • Preferred Qualifications:

  • Supervisor experience

  • Knowledge of State of Kansas procurement, accounting and travel policies
  • Experience using the Statewide Management Accounting and Reporting Tool (SMART)
  • Proofreading, editing, attention to detail
  • Word, Excel, PowerPoint, Access
