Director of Pharmacy Services

POSITION SUMMARY

The Director of Pharmacy will lead the transformation of pharmacy services into a strategic enterprise service line supporting clinical excellence, health equity, financial sustainability, and innovation across Community Health Center operations.

The Pharmacy Director is responsible for ensuring compliance with all applicable federal, state, and local regulations, as well as HRSA 340B Drug Pricing Program requirements. This role oversees the administration and integrity of the 340B program, including policy development, audit readiness, inventory controls, diversion prevention, and optimization of program resources to support the mission of the Federally Qualified Health Center (FQHC).

The Pharmacy Director serves as the executive pharmacy advisor to the CEO, COO, CFO, CMO, and Board on medication strategy, pharmacy operations, 340 B optimization, and pharmacy business development. Working closely with patients and healthcare providers, the Pharmacy Director ensures access to high-quality, patient-centered pharmacy services that improve medication access, adherence, and health outcomes while supporting the organization's commitment to serving underserved populations.

ESSENTIAL DUTIES AND RESPONSIBILITIES

•        Provide strategic leadership and oversight for all pharmacy operations, ensuring safe, efficient, and compliant delivery of pharmacy services. Direct operational planning, staffing, workflow optimization, inventory management, and quality improvement initiatives.
•        Lead the organization's HRSA 340B Drug Pricing Program, ensuring full regulatory compliance, program integrity, audit readiness, and effective utilization of 340B resources. Develop strategies that maximize program savings to expand patient access and support the FQHC's mission.
•          Provides strategic and operational leadership for pharmacy financial performance, including full P&L ownership, annual budgeting, capital planning, revenue optimization, and margin improvement initiatives. Oversees contract pharmacy financial performance, wholesaler contracting strategies, specialty pharmacy growth opportunities, business development initiatives, and ROI analysis to drive sustainable growth and operational excellence.
•          Serve as the Pharmacist-in-Charge, maintaining all required pharmacist licensure and certifications while ensuring compliance with federal, state, and local pharmacy regulations. Oversee pharmacy security, controlled substance accountability, and regulatory inspections.
•          Collaborate with executive leadership, medical providers, and clinical teams to align pharmacy services with organizational goals and population health initiatives. Advance the Patient-Centered Medical Home (PCMH) model by improving medication access, care coordination, and clinical outcomes.
•          Develop, implement, and evaluate pharmacy policies, procedures, and quality assurance programs to maintain compliance with HRSA, payer, accreditation, and organizational standards. Foster a culture of continuous quality improvement and patient safety.
•          Direct the recruitment, development, supervision, and performance management of pharmacy personnel. Promote staff engagement, professional growth, and accountability through coaching, education, and performance improvement.
•          Provide clinical oversight for medication management by ensuring appropriate dispensing, medication therapy optimization, and evidence-based pharmaceutical care. Serve as a resource for providers and staff on medication safety, formulary management, and therapeutic decision-making.
•          Build collaborative relationships with internal departments, contract pharmacy partners, wholesalers, and other external stakeholders to strengthen pharmacy operations and 340B program performance. Represent the pharmacy department on organizational committees and strategic initiatives.
•          Maintain expertise in pharmacy practice, 340B regulations, and emerging industry trends through continuing education and professional engagement. Apply best practices to support innovation, regulatory compliance, and organizational excellence.

MINIMUM REQUIREMENTS

·         Graduate of an accredited college of pharmacy.

·         Seven years of experience of outpatient pharmacy supervisor experience required.

·         Three years of outpatient pharmacy 340B, FQHC, HRSA, and AAAHC experience required.  

PREFERRED REQUIREMENTS

·         BCACP

·         340B University On-Demand certification.

·         340B Advanced Operations Certificate program (340B ACE)

Working Conditions

General working conditions are in a healthcare facility. As such, there is a potential exposure to virus, disease, and infection from patients while performing the duties of this job. May experience traumatic situations including psychiatric traumatized and deceased patients. Travel may be expected to community meetings, client homes, or other agencies.
