Essential Duties and Responsibilities:
- Conduct Needs Assessments for VOC victims to identify barriers and strategies to enhance safety, including safety planning.
- Clarify and increase awareness of the power and control associated with victimization and provide options to help victims obtain resources, including emergency assistance based on their unique needs and circumstances.
- Protects and promotes safety for all victims/survivors and their dependent children while building on the strengths and resources of individuals and families.
- Be supportive and offer options to victims to meet individual needs.
- Makes contacts and fosters collaborative working relationships and cooperation among local, regional, and Tribal agencies.
- Establish a stakeholder’s working group that includes landlords, housing providers, American Indian Tribes, and other VOC service providers within our region.
- Provide mobile advocacy and conduct site visits to individual agencies.
- Arrange and conduct quarterly stakeholder meetings.
- Establish a VOC Advisory Board and Grievance Board consistent with
- Organizes and maintains accurate and consistent recording, complying with applicants, participants, and program VOC advocacy requirements and files.
- Researches and assists in development and implementation of Tribal specific
- General office operations including answering phones, scheduling appointments, inputting data into the electronic data management system, drafting correspondence, and preparing reports and evaluations as requested.
- Must always maintain and enforce strict confidentiality requirements, including but not limited to personally identifying information, confidential communications, reports, records, and all other documentation maintained by Advocate.
- Conducts VOC education and outreach activities.
- Transport victims to appointments if necessary.
- Coordinates community VOC training activities.
- Attend training as needed/required.
- Assist in finding Housing/Shelter for Victims
- Mobile advocacy
- Immediate 24/7 Crisis Intervention in addition to 24/7 On-Call Crisis Phone
- Supportive accompaniment including but not limited to: Court hearings, filing legal court documents

- Assist with grant writing to ensure funding for KTVAS programs, including narrative, responses,
- Additional duties as assigned.
- This position has no supervisory responsibilities.
- AA Degree in Social Services, Criminal Justice, or work-related field required.
- A minimum of 3 years of VOC advocacy core training or work-related experience is required.
- A minimum of 3 years of general office and budget analysis experience is required.
- Good organizational skills are required.
- Must have working knowledge and practice of strict confidentiality relative to victim communication, personally identifying information, and all other victim confidentiality information, including, but not limited to, confidential records, communications, and reporting requirements.
- This position requires the ability to interact and work well with the public.
- This position requires the ability to work independently with very little supervision.
- Must have a good understanding of the Kalispel Indian Tribe, Reservation and
- Must hold a commitment to implement the VOC Advocacy methodologies for
- Must have a willingness to be creative and think outside the box in service delivery.
- Must have highly competent communication skills, oral and written, and
- Ability to manage multiple tasks and cases, including time management and prioritization.
- Current Certification in First Aid/CPR/AED and Narcan.
- A minimum of 30 credited hours of core victim supportive services training is required.
- Valid WA or ID Driver’s License and insurability under the Tribe’s auto policy.
- Must have a thorough working knowledge of Microsoft office suite and internet-based research.
- Must meet Tribal, Federal, and state victim of crime advocacy requirements.
- Willingness to stay current in all aspects of sexual assault and domestic violence continuing legal education, Federal and Tribal laws, codes, regulations to provide up-to-date assistance to individuals.
- Must be self-motivated, dependable, hard-working, trustworthy, and be available and willing to work flexible hours when necessary.
- Candidates must be willing to serve as “on-call” to address community member needs twenty-four (24) hours per day, seven (7) days a week, including holidays.
- Familiarity with working in a culturally sensitive work environment is required.
- Must qualify for a Tribal Work Permit by passing a drug screening and background checks.
- Native American preference applies.
- This position requires the ability to bend, stoop, lift, carry and move items weighing up to 20pounds.
- Significant portions of the job require extended sedentary periods; constant work with computers, including an extended period of keyboarding; and repetitive motion of hands and wrists.
- This position requires significant amounts of standing or walking.
- This position requires significant local travel and some travel abroad for training.
- This position requires the ability to operate a motor vehicle safely.
- Monthly evening meetings, weekend work, and on-call status required.
- The VOC Advocate’s primary office is in Cusick, WA, and must he/she must be available to serve clients in Usk, Cusick, Newport, Spokane, and Airway Heights, WA.
