GENERAL SUMMARY
The purpose of this job is to supervise contracts, grants, quality initiatives, and staff. Liaise with local, state, and federal governing bodies to advance the mission of the program and Health & Community Services.
ESSENTIAL DUTIES & RESPONSIBILITIES
- Supervise the work of assigned personnel including assigning and reviewing work, providing guidance, and conducting performance evaluations.
- Oversee and manage contracts, grants, and quality initiatives, including the development of policies, procedures, and contract amendments as required.
- Serve as a Division intermediary, collaborating with stakeholders to ensure successful fulfillment of the program’s operational requirements and initiatives.
- Manage internal and external quality assurance, formulating continuous improvement strategies, and the enforcement of local, state, and federal policy compliance.
- Coordinate internal audits, client satisfaction surveys, and data analysis to identify non-compliance issues. Ensure program performance is aligned with the regulations of all governing authorities.
- Evaluate the impact of funded initiatives, generate comprehensive outcome reports for stakeholders, and implement necessary process improvements.
- Facilitate ongoing compliance and data reporting to ensure that all grant requirements and obligations are met to maintain the program’s eligibility for future funding.
- Manages routine Community Needs Assessments and demonstrates advanced strategic thinking to interpret findings and, in coordination with the Division Manager, execute innovative solutions tailored to the needs of the local population.
- Facilitate the integration of federal and state planning goals and initiatives into the development of sustainable local resources.
- Assist in the coordination and management of the local millage, including development of annual and multi-year Division plans for approval by the required entity, (Governor’s Commission on Services to the Aging, Millage Advisory Committee, and County Board of Commissioners.)
- Performs related work as required.

Required Education and Experience
- Bachelor’s degree from an accredited college or university in finance, planning, accounting, or a related field
- 5 to 7 years of related work experience, such as state or federal quality assurance or contracting
- Any equivalent combination of training, education, and experience that provides the required skills, knowledge, and abilities
