Job Summary:
The Executive Leader of SCPMG Quality & Systems of Care is responsible for shaping and executing the regional vision for high quality and efficient health care delivery across the Southern California Permanente Medical Group (SCPMG). Reporting to the Chief Officer of Quality and Systems of Care, this role drives strategic initiatives that embed quality into all aspects of care delivery, ensuring alignment with SCPMGs operational priorities and long-term goals. They share accountability for overall regional performance in defined areas of operations, ensuring that clinical and quality strategies align with operational strategies set by SCPMG leadership. A key goal for this position is to improve efficiency by coordinating and consolidating multiple initiatives impacting our care delivery model, while also leading the organization toward market-leading performance. The role requires maintaining a broad, systemic view of medical center operations and regional initiatives, and aligning diverse stakeholder interests to improve safety, effectiveness and efficiency across all lines of business. Assigned responsibilities will be guided by the broader Quality & Systems of Care portfolio, using collaborative and shared systems thinking, and will evolve to meet emerging strategic organizational needs.
Essential Responsibilities:
- Develop and implement regional strategy as a key member of and in partnership with the Quality Leadership Team.
- Advance key strategic priorities, including, but not limited to: Medicare Clinical Initiatives (Primary Care Plus, Complexity Care/ Elder Care, Readmissions), Medi-Cal Quality (Direct Contract auditing, oversight and compliant systems of care), Dual Complete-D-SNP model of care, Cancer Care Strategy (Excellence in Cancer Care, No Sleepless Nights 2.0), High Value Care initiatives (LabTAC, iMAGAC) including Pharmacy, Continuing Medical Education, Medical Library Services, Research & Evaluation, Institutional Review Board and Human Research Protection Program.
- Steward the organization through change, supporting the execution and ongoing success of regional initiatives.
- Optimize resource allocation to advance regional and medical center priorities while safeguarding quality, performance, and long-term sustainability.
- Ensure successful implementation and ongoing integration of the Labor Management Partnership within areas of oversight and throughout the organization.
- Design and maintain organizational structures that enable effective execution of quality and operational plans.
- Oversee day-to-day operations of assigned departments or initiatives, ensuring alignment with mission, quality, financial, and operational objectives of SCPMG and KP.
- Build, mentor and develop high-performing teams that embrace accountability, collaboration and continuous improvement.
- Promote a culture of professional excellence, innovation, collaboration, and continuous improvement.
- Provide leadership that brings together diverse stakeholders to conceptualize, articulate, and execute a shared vision.
- Share accountability for developing and implementing national and region-wide solutions that elevate performance and drive system-level improvement.

- Provide leadership and guidance in the development and implementation of ongoing programs to improve performance and manage costs, while improving the quality of patient care delivery.
- Work with colleagues to identify and eliminate redundant initiatives and operations, or to consolidate and leverage complementary initiatives.
- Develop and manage department, regional and quality initiative operating and capital budgets.
- Monitor and assess external environment and internal trends and practices. Adopt and implement market-leading and internal best practices where applicable. Recommend adjustments to operations to meet the changing business and market conditions.
- Collaborate with medical center and regional leaders to ensure strategic relevance and successful implementation of initiatives.
- Identify, define, test, and evaluate opportunities for transformative changes in practices, operations and technologies.
- Establish clearly defined goals and objectives and ensure follow-through in a timely manner.
- Stay abreast of current Health Care and Public Policy.

Experience
- Minimum ten (10) years of experience in managing a complex multi-faceted organization in a health care setting.
- Minimum five (5) years of experience in financial management, budget development, program development, quality improvement and project management.
Education
- Masters degree in healthcare, hospital, business or public administration, or related field.

- Experience assessing programs, evaluating organizational needs, designing process changes, and successfully implementing changes to process flow and patient care.
- Extensive experience working with physicians and other clinicians; must have examples of successful collaborative efforts in a business partnership with clinical, business, physician, and labor leaders.
- Demonstrated leadership and an ability to influence and motivate others.
- Demonstrated success in operations improvement efforts, cost management initiatives, and hospital and health system development and management.
- Demonstrated success in managing multiple aspects of health care delivery; managing in a complex, managed care environment is desirable.
- Experience with integrating systems and services to more efficiently maximize service and to support the organizations mission and goals.
- Demonstrated experience with both strategy and operations.
