Education:
There is no substitution of education for specialized experience for this position.
OR
Experience:
You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level. To be creditable, this experience must have equipped the applicant with the particular qualifications to perform successfully the duties of the position, and must typically be in or related to the position to be filled.
Some examples of this qualifying experience are:
- Development of Agency Congressional Operating Plan (on behalf of parent Agency - DOJ) upon enactment of the appropriation (to include building the budget using the automated Financial Management Information System Distributed Budget Module) . Preparation of Impact Statements and Director Congressional Testimony (to include response to Questions for the Record). Preparation of Congressional Reprogramming Notifications and related Exhibits. Preparation of Congressional Reprogramming Notifications and related Exhibits.
- Development of Parent Agency Policy consisted with Parent Agency directives, (DOJ/OMB) as well as establishment of agency internal audit guidelines (program review guidelines and experience conducting management assessments) as well as OMB Circular A-123 Internal Controls testing. Extensive Experience with the preparation of External Audit Data requests (i.e., GAO, OIG, DOJ, OMB) and participation in entrance conferences and interviews regarding agency budgets, expenditures, programs, staffing, etc.
- Experience with oversight and monitoring of agency budget/fund status as well as staffing to include preparation of external reports to Parent Agency and related follow up questions. Preparation of Executive Level presentation materials related to status of Budget for Agency Head (Director), and Senior Leadership (Assistant Directors/Regional Directors.

Responsibilities:
Exercises effective control over the financial resources of the Bureau of Prisons (BOP) for all appropriations in accordance with the requirements set forth in 31 USC665.
Directs and coordinates the BOP’s budget execution process making independent decisions and/or recommendations regarding the distribution of funds.
Implements and maintains all budget execution controls necessary to meet the requirements of the BOP, Department of Justice (DOJ), Office of Management and Budget (OMB), other governmental controlling agencies and congressional directives for the Salaries and Expenditures (S&E), Buildings and Facilities (B&F) and Trust Fund (TF) appropriations, as well as over authorized positions and work years.
Advises and assists top management officials of the organization through authoritative budgetary advice required to make management decisions, establish organization goals and objectives, and in all aspects, manage the organization.
Serves as an advisor to BOP Executive Staff at Congressional Appropriation Committee hearings as well as OMB and DOJ.
