Job Title: Program Director 

Reports to: Executive Director 

Classification: Full-time Exempt 

Annual Saryal: $75,000-$80,000 


The Program Director is a leadership position that advances Justa Center’s mission and provides strategic 

oversight and daily leadership for Justa Center’s programs including Path to Housing, Transitional Housing, and Veterans. This role ensures high-quality service delivery, strong cross-system collaboration, and an empowering environment for members and staff. The Program Director reports to the Executive Director and works closely with the Director of Operations who oversees the daily activities of the day center. 


Position Scope of Responsibility 


Program Leadership and Staff Supervision 

  • Supervise direct service staff through weekly one-on-one meetings and monthly team meetings. 
  • Support a trauma-informed and culturally responsive program culture. 
  • Develop and ensure adherence to care coordination policies, service standards, and best practices. 
  • Identify and address training gaps. 
  • Assist in grant writing related to program descriptions, metrics, and outcomes. 


Operational Collaboration 

  • Ensure frequent and accurate cross functional communication. 
  • Support implementation of operational improvements and safety protocols. 
  • Provide relevant training to the operations team as needed. 
  • Assist in reporting budget priorities to the Executive Director.


Community & Systems Representations 

  • Represent Justa Center and actively participate in service system, partner agencies, advocacy, and 
  • funding meetings. 
  • Build and maintain strong relationships by initiating contact with healthcare, housing, and 
  • community health organizations. 


Program Performance and Outcomes Tracking 

  • Track existing metrics such as intakes, service utilization, housing placements, and referrals. 
  • Develop new metrics that will drive favorable member outcomes. 
  • Ensure accurate and timely data entry in required systems including HMIS. 
  • Analyze trends and recommend program improvements. 
  • Prepare outcome reports for the Board of Directors, Executive Director, and funders. 
  • Promote data-informed decision making and continuous program improvement. 


Qualifications 

  • Bachelor’s and master’s, preferably in social work, public health, or human services. 
  • At least three years’ experience managing and supervising in a human services environment. 
  • Comfort level working with geriatric and homeless populations. 
  • Knowledge of homeless service systems, including coordinated entry, outreach, case management, and day-center operations. 
  • Lived and/or relevant volunteer experience valued. 
  • Understanding of behavioral healthcare and primary care systems as they intersect with homelessness. 
  • Strong leadership, communication, supervision, and organizational skills. 
  • Ability to process complex information for strategy development and problem solving. 
  • Adapt to a changeable work environment sensitive to the needs of our population. 


Work Conditions 

  • Engage during the hours of 6:30 am to 2:30 pm with flexibility to occasionally work late while maintaining a work/life balance.
  • Local travel to meetings, providing member support, or other events.
  • Valid Arizona driver license and clean driving record.
  • The working environment may subject staff to behavioral and/or medical problems that could be physically hazardous; ability to lift/carry 10 lbs., ability to move throughout the building and sit for extended periods of time.
