Billing Supervisor – HRSN Programs
Location: Tigard, OR. Some travel to Salem, and Eugene as required
Reports to: Finance Director
Status: Full-Time, Exempt
Salary: $67,000–$73,000 DOE benefits
Position Summary
The Billing Supervisor oversees our entire HRSN billing operation across Tigard, Salem, and Eugene. This role provides leadership, technical expertise, and quality assurance for all HRSN billing activities while serving as the primary liaison between the Billing Team and Finance. The Billing Supervisor is responsible for ensuring accurate, timely, and compliant billing in alignment with Medicaid, OHA, and CCO requirements.
This position requires deep knowledge of HRSN services, billing workflows, and documentation standards, as well as strong supervisory and cross-departmental coordination skills.
Key Responsibilities
HRSN Billing Oversight
- Oversee all HRSN billing activities, including rent and utility assistance, tenancy supports, benefits navigation, and related services
- Ensure billing accuracy, completeness, and compliance with OHA, Medicaid, and CCO guidelines
- Monitor billing timelines, approval workflows, and submission deadlines across all sites
- Serve as the internal subject-matter expert on HRSN billing rules, updates, and best practices
Team Supervision and Support
- Supervise Billing Specialists across Tigard, Salem, and Eugene
- Provide training, coaching, and ongoing technical assistance to billing staff
- Develop and maintain standardized billing workflows, checklists, and quality controls
- Conduct regular audits and reviews to identify errors, trends, or training needs
Finance Liaison
- Act as the primary liaison between the Billing Team and Finance
- Coordinate invoicing, reconciliations, and payment tracking
- Support financial reporting related to HRSN revenue and reimbursements
- Assist with audits, monitoring visits, and documentation requests
Systems and Compliance
- Ensure accurate use of billing platforms and referral systems (e.g., Unite Us, MMIS, internal trackers)
- Support documentation standards and separation of duties aligned with internal controls
- Track and respond to CCO or OHA billing issues, denials, or recoupment requests
Required Qualifications
- Bachelor’s degree in accounting, finance, healthcare administration, social services, or a related field, or equivalent experience
- Minimum of 2 years of experience in Medicaid or healthcare-related billing
- Demonstrated expertise in HRSN billing or similar Medicaid-funded social service programs
- Supervisory or lead experience overseeing billing or administrative teams
- Strong understanding of compliance, documentation, and audit requirements
Preferred Qualifications
- Experience working with Oregon CCOs and OHA HRSN programs
- Familiarity with Unite Us, MMIS, and Medicaid billing workflows
- Experience in nonprofit or community-based service organizations
- Strong analytical, organizational, and problem-solving skills
