About the Position:
We are seeking an experienced and detail-oriented Construction Estimator with a proven track record across Federal, City, County, Commercial and Private sector projects. The right candidate will be comfortable preparing bids for a wide range of clients — from government agencies to private developers — and must have direct experience using WinEst for cost estimating.
You’ll work closely with project managers, engineers, and subcontractors to deliver accurate, competitive bids that meet project requirements and compliance standards. Key Responsibilities:
- Prepare detailed, competitive cost estimates for public and private construction projects.
- Analyze drawings, specifications, and other bid documents to develop complete scopes of work and pricing.
- Attend pre-bid meetings, site walks, and client interviews as needed to gather key project information.
- Perform detailed quantity take-offs and develop accurate material, labor, equipment, and subcontractor costs.
- Lead and coordinate bid efforts, ensuring all deliverables meet deadlines and client requirements.
- Ensure estimates comply with Federal Acquisition Regulations (FAR), Davis-Bacon Act, Buy American Act, and local agency requirements when applicable.
- Develop and maintain unit pricing, historical cost data, and production rates using WinEst.
- Collaborate with internal teams to support value engineering and cost-saving strategies.
- Prepare formal bid proposals, including written narratives, clarifications, and assumptions.
- Support the project handoff process to ensure seamless transition from preconstruction to operations.
Qualifications:
- Bachelor’s degree in Construction Management, Engineering, Architecture, or a related field preferred (or equivalent industry experience).
- 5 years of professional estimating experience across Federal, city, county, and private projects.
- Required: Strong proficiency with WinEst estimating software.
- Experience working with agencies such as GSA, USACE, NAVFAC, DOTs, and municipal public works departments.
- Solid understanding of public procurement processes, including prevailing wage and labor compliance.
- Proficiency with other tools such as Bluebeam Revu, On-Screen Takeoff, RSMeans, Procore, and Microsoft Office Suite.
- Strong analytical skills, attention to detail, and ability to work under tight deadlines.
- Excellent communication skills — both written and verbal.
- Ability to manage multiple projects and priorities with minimal supervision.
Preferred (Not Required):
- Certified Professional Estimator (CPE) through ASPE.
- LEED Green Associate or experience with sustainable construction.
- OSHA 30 Certification.
- Familiarity with Design-Build, CMAR, and hard bid project delivery methods.
