Job Summary: The Master Facility Plan (MFP) Program Manager leads strategic MFP sourcing initiatives to deliver cost savings and efficiencies for JPS and its stakeholders. This role manages the overall process related to the MFP, overseeing key project categories and optimizing processes through contract utilization, cost reduction, and best value recommendations. The Program Manager drives performance across the full MFP Program life cycle, including sourcing, RFPs, proposals, and contracting, while collaborating with Supply Chain, Contract, and Legal team leaders and fostering strong cross-departmental relationships.

Essential Job Functions & Accountabilities
- Manages multi-million-dollar contracts with architects, engineers, contractors, and consultants, leveraging high negotiation skills to oversee major capital project investments.
- Leads cross-functional collaboration among Supply Chain, Contract, and Legal teams to ensure seamless execution and performance throughout all phases of the MFP Program life cycle.
- Conducts oversight and evaluation of all governance checkpoints in the MFP Methodology and completes proper documentation of performance in regard to the MFP Methodology.
- Manages tracking and monitoring of MFP project record documentation including pay applications, lien notices and lien releases.
- Develops procurement strategies for the assigned subcategories.
- Assists with the development of risk-assessment and contract monitoring plans.
- Acts as an escalation point to assist in the MFP process when challenging situations arise.
- Supports the best value strategy for assigned spend categories.
- Manages vendor relationships, ensuring that business needs are met; establishes key performance metrics (KPIs) to measure vendor performance.
- Reviews contracts for terms, changes and/or enhancements. Interacts with legal on contract language and terms in accordance with JPS policies and procedures.
- Monitors contractors’ compliance in accordance with contractual requirements to include insurance and HUB goals.
- Analyzes data to uncover trends and recommend MFP opportunities.
- Manages ACC/Build program licensing, software issue tracking and resolution.
- Oversees program activities to ensure quality service is provided and responsible for the coordination of day-to-day.
- Coordinates with the Mgr Construction Office to ensure a consistent, seamless flow of program information.
- Compiles information and responds to internal and external audit requests.
- Sets up, maintains and completes tasks/activities in as required.

Required Qualifications:

- One of the following qualification groupings is required for this position as indicated below:
- Bachelor’s Degree in a related field from an accredited university.
- 2 years' experience in healthcare planning, design & construction projects with focus on contracts and procurement processes.
- 1 year supervisory experience.
- High School Diploma, GED or equivalent.
- 5 years' experience in healthcare planning, design & construction projects with focus on contracts and procurement processes.
- 2 years' supervisory experience.
- Bachelor's degree in Healthcare or a Business-related field.
