Job Description
Job Summary: The Emergency Management Specialist supports the development, implementation, and maintenance of the health system’s Emergency Management Program. Essential Job Functions & Accountabilities
- Develops, coordinates, and facilitates emergency management training and exercise programs. Maintains and updates the Multi-Year Training and Exercise Plan (MYTEP).
- Coordinates evacuation planning and supports facility evacuation preparedness.
- Oversees and maintains emergency communication systems, including radios and communication protocols.
- Provides Administrative On-Call (AOC) and Incident Command System (ICS) training to staff and leadership.
- Coordinates preparedness and training activities with HESIRT and other response teams.
- Maintains documentation of critical infrastructure, resources, and operational capabilities needed during emergency response.
- Assists with drills, exercises, and incident activations.
- Develops and maintains the organization’s Emergency Operations Plan (EOP) and supporting annexes.
- Leads business continuity planning efforts across hospital departments.
- Conducts and maintains the organization’s Hazard Vulnerability Analysis (HVA).
- Develops Incident Action Plans (IAPs) during exercises and real-world events.
- Produces After-Action Reports (AARs) and coordinates improvement planning.
- Develops and maintains Family Reunification Center (FRC) and Family Assistance Center (FAC) plans.
- Maintains the organization’s Mass Casualty Incident (MCI) Plan.
- Coordinates emergency preparedness planning for special events and large gatherings that may impact hospital operations.

Required Qualifications:
- Bachelor’s degree in Emergency Management, Public Health, Homeland Security, Healthcare Administration, or related field of study from an accredited college or University.
- 1 plus years of experience in emergency management, disaster preparedness, healthcare operations, or public safety.
- 3 plus years of experience working in a Trauma I or II level hospital.
- Experience supporting emergency preparedness programs in healthcare preferred.
- FEMA ICS 100, 200, 300, 400, 700 and 800.
- CHEP Certification.
