Jovian Concepts, LLC is looking to hire a System Engineer Level 2 for a great opportunity in the Annapolis Junction area.
A current and active TS/SCI Clearance with a MD Polygraph required. No CCA's will be accepted at this time.
Seeking a Tactical SIGINT Systems Engineer Level 2 who will triage and analyze end-user COMINT, ELINT, and FISINT collection, identification, and location military mobile platform (air, land, sea) requirements. The Engineer assists stakeholders in refining technical capability requirements for tactical collection systems, evaluates US commercial material solution alternatives, conducts feasibility analysis, presents procurement and/or project execution courses of action, and contributes to tactical sensor capability systems architectures. The Engineer will review tactical sensor technical documentation, KPPs, White Papers, and other key systems engineering artifacts such as HW and SW test plans, Factory Acceptance Tests, and Capstone Event criteria. The Engineer will assist the USG in leading foreign partner tactical SIGINT sensor projects from Requirements to SOW/RFP, to Proposal reviews, Basis of Estimate/Rough Order of Magnitude analysis, Letter of Offer and Acceptance (LOA), and project execution from Kick-off to delivery and installation.

Primary Responsibilities:
- Triageand analyze military user tactical SIGINT requirements, CONOPS, and dataflow architectures to define and manage tactical collection systemrequirements
- LeadUS industry system design, architecture development, and integrationactivities while ensuring technical integrity across the lifecycle.
- Guiderequirements engineering and support development of SE documentation(FRDs, ICDs, specs, JCIDS artifacts).
- Coordinatemulti-national, multi-organizational, multi-office efforts (VTCs, TEAMs,TEMs, PMRs, CCBs, reviews) to resolve technical and/or capability issuesor lead tactical capacities acquisitions across stakeholders, includinggovernment partners.
- Developand evaluate system concepts, architectures, and design solutions,including performance, risk, and feasibility analysis.
- Providetechnical leadership, stakeholder communication, and oversight of systemtesting, implementation, documentation, operational integration, andinstallation
Requirements

Qualifications:
- Fourteen(14) years' experience as a Tactical SIGINT Systems Engineer (Operator andTesting Engineering experience) supporting military tactical mobileplatforms (air, land, sea) in programs and contracts of similar scope,type and complexity is required.
- Bachelor'sdegree in System Engineering, SIGINT, RF Engineering, Computer Science,Information Systems, Engineering Science, Engineering Management, orrelated discipline from an accredited college or university is required.
- Five(5) years of additional SE experience may be substituted for a bachelor'sdegree
