MINIMUM TRAINING AND EXPERIENCE 

Bachelor’s Degree (Master’s Degree in Special Education or School Administration preferred) from an accredited college or university in teaching, behavioral sciences, or related fields. Must be certified to teach in the State of North Carolina and hold a current teaching license.

Five years of successful teaching experience (EC Teacher Preferred) and/or other relevant professional experience. Experience in a school or district leadership role preferred. Experience facilitating teams at both a school and district level. 

Experience in planning and delivering professional learning for adults. 

Experience with school based coaching. Knowledge of Exceptional Children and legal requirements of IDEA and NC MTSS implementation and understanding of MTSS as a framework for whole-school improvement. Other combinations of applicable education, training, and experience which provides the knowledge, skills, and abilities necessary to perform effectively in the position.

 

JCPS Compliance/MTSS Job Description

Under the general supervision of the Director of Student Services, the Compliance and Multi-Tiered System of Support (MTSS) Coordinator provides district leadership in ensuring compliance with federal and state regulations governing EC student support services and also coordination of the implementation of a comprehensive Multi-Tiered System of Support (MTSS) across the district. This position provides technical assistance, support, professional development, consultation, and monitoring to administrators, teachers, and school-based leadership teams to promote equitable, data-driven academic, behavioral, attendance, and social-emotional support for all students.

The Compliance and MTSS Coordinator works collaboratively with district and school personnel to develop and sustain effective systems that align with IDEA requirements and NCDPI as well as with North Carolina MTSS (NC MTSS), North Carolina Department of Public Instruction (NCDPI) guidance, the Integrated Academic and Behavior Systems (IABS) framework, and all applicable federal and state regulations. Responsibilities include monitoring program compliance, facilitating district and school problem-solving processes, analyzing student and system data, coordinating continuous improvement efforts, and ensuring fidelity of MTSS implementation.

The coordinator serves as a district resource in the areas of compliance, intervention planning, data analysis, progress monitoring, and professional learning, while fostering collaboration among departments to improve student outcomes. The position requires extensive knowledge of NC MTSS, IDEA, state and federal accountability requirements, evidence-based instructional and behavioral practices, and continuous school improvement processes. The successful candidate will possess exceptional organizational, communication, leadership, coaching, and facilitation skills, with demonstrated experience in designing and delivering high-quality professional development and supporting school improvement initiatives through collaborative leadership.

Job Responsibilities

Special Education Compliance

  • Monitor district compliance with IDEA, North Carolina Policies Governing Services for Children with Disabilities, and State Board of Education policies.
  • Conduct internal compliance reviews and audits of EC records.
  • Ensure procedural safeguards are implemented correctly.
  • Monitor timelines for:
    • Initial referrals
    • Evaluations
    • Eligibility determinations
    • IEP development
    • Annual reviews
    • Reevaluations
    • Prior Written Notices
  • Review documentation for legal compliance.
  • Assist in corrective action planning following state monitoring or internal audits.

IEP Quality Assurance

  • Review Individualized Education Programs (IEPs) for:
    • Compliance
    • Educational appropriateness
    • Measurable goals
    • Service alignment
    • Progress monitoring
    • Transition requirements
  • Ensure IEPs align with present levels of academic and functional performance.
  • Verify accommodations and modifications are appropriately documented.
  • Ensure Least Restrictive Environment (LRE) decisions are properly justified.
  • Provide feedback to case managers regarding improvements.

Student Records Management

  • Review EC records for completeness and accuracy.
  • Monitor confidential records according to FERPA.
  • Ensure required documentation is maintained.
  • Support schools with record transfers.
  • Assist with record requests and audits.
  • Monitor electronic EC systems for data accuracy.

 Evaluation and Eligibility

  • Review evaluation reports for compliance.
  • Ensure multidisciplinary evaluations meet IDEA requirements.
  • Verify eligibility determinations are properly documented.
  • Assist teams with complex eligibility decisions.
  • Ensure evaluation timelines are met.

 Data Collection and Reporting

  • Maintain accurate compliance data.
  • Prepare reports for:
    • NCDPI
    • Federal reporting
    • Child Count
    • Indicator reporting
    • District leadership
  • Analyze compliance trends.
  • Develop action plans based on data.

 

MTSS

1) Leadership 

  • Participate on the MTSS District Implementation Team. 
  • Demonstrate effective communication across stakeholder groups. 
  • Utilize multiple modes of communication to disseminate relevant and cohesive information regarding MTSS implementation efforts. 


2) District Level Support

  • Aid in developing the infrastructures (including scheduling and teaming structures) necessary for district-wide implementation. 
  • Using knowledge of implementation science and IABS guidance, aid in developing a MTSS implementation plan to support the district and buildings within the district. 
  • Work collaboratively with the Educational Programs Department, Accountability Coordinator, Student Services Department, and Exceptional Children’s Department. 
  • Monitor process to ensure compliance, implementation fidelity, and adherence to district procedures, state guidelines, and federal regulations.
  • Support implementation of MTSS through coaching, professional development, and technical assistance. 
  • Monitor fidelity of implementation of MTSS across all tiers and areas throughout the district. 
  • Monitor and support use of NCSTAR through coaching, professional development, and technical assistance.
  • Oversee retention committee.
  • Other duties as assigned.

 


3) School-Based Support 

  • Assist schools in implementing teaming structures, master scheduling, core, supplemental and intensive supports. 
  • Attend and assist in Leadership, PLC, and Data Meetings.
    Monitor fidelity of implementation of MTSS. 
  • Coordinate and deliver MTSS staff development activities for school-based personnel. 
  • Provide support for building administrators.

 


4) Professional Development 

  • MTSS Implementation Training 
  • Assist in FAM-S administration and FAM-D review

 

Knowledge, Skills, and Abilities

  • Knowledge of NC MTSS implementation and understanding of MTSS as a framework for whole-school improvement. 
  • Experience with effectively supporting teams and individuals. 
  • Ability to build and sustain strong interpersonal relationships with district personnel, school personnel, students and other stakeholders. 
  • Considerable knowledge of best practices to influence adult learning. 
  • Ability to design and deliver professional learning. 
  • Ability to model and engage in PLC structures and practices. 
  • Effective oral, written and presentation skills. 
  • Critical thinking and problem-solving skills.
  • Ability to use multiple data sources for problem-solving. 
  • Extensive knowledge of the Multi-Tiered System of Support (MTSS) framework, and Positive Behavior Intervention and Supports (PBIS). 
  • Extensive knowledge of curriculum and instructional strategies and interventions for academics and behavior. 
  • Knowledge of goal-setting and use of progress monitoring data to evaluate response to instruction. 
  • Knowledge of NCSCOS and age appropriate developmental expectations. 
  • Knowledge of EC Compliance- IDEA laws
