Basic Education Requirement For The 1102 Series
Degree: A bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption
You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.

Specialized Experience
For GS-12: One year of specialized experience which includes 1) Assisting in monitoring contractor performance to support compliance with contractual requirements; 2) Supporting the development of contractual recommendations to help resolve routine contract issues; 3) Participating in negotiations to ensure proposals align with defined scopes of work; AND 4) Assisting in tracking corrective action plans to support government acceptance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
For GS-13: One year of specialized experience which includes 1) monitoring contractor performance to ensure compliance with contractual requirements; 2) Assisting in development of contractual solutions to resolve contract issues; 3) Negotiating proposals to ensure alignment with scopes of work; AND 4) Monitoring corrective action plan to meet government acceptance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Education can NOT be substituted for experience. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

- Manage full pre-award and post-award contract administration to ensure compliance with agency policy.
- Negotiate with contractors to resolute complex contractual discrepancies.
- Advise contracting personnel to ensure proper application of acquisition procedures.
- Engage with leadership and contractor representatives to resolve contract issues.
- Execute contract modifications to ensure accuracy.
- Establish work priorities to ensure timely completion of contract administration tasks.

Conditions of employment
