Objective
The Joint Industry Board is seeking an IT Manager, Mainframe Systems, to manage and modernize the programming and operations functions related to the mainframe within IT, to support the business and operations strategic goals. The Manager will lead the MF Programming and Operations teams and will assess current processes and use distributed systems best practices to recommend and implement improvements to streamline processes and to improve reliability, quality, efficiency, automation and modernization. The Manager will collaborate with other IT managers, to develop cross-platform solutions where necessary, for the overall benefit of the organization.
Essential Functions
- Provide a leadership role in the development and implementation of mainframe software, hardware and operational technologies, including a disaster recovery environment.
- Oversee application development, testing and operations to ensure calculation of benefits, claims, contributions, and other processes are performed accurately, reliably and efficiently.
- Propose, design, and manage the implementation of system enhancements and automation that will improve performance, reliability and/or security.
- Ensure the proper delivery, escalation, and resolution of high exposure items.
- Proactively identify and address potential points of failure in systems and processes.
- Document and enforce system standards based on industry best practices; Enhance existing Run Books and document all processes, system changes, and issues. Comply with and improve management standards.
- Oversee incident response processes to ensure quick resolution, root-cause identification and post-incident learning.
- Define and monitor key performance indicators (KPIs) to ensure continuous improvement and service excellence.
- Consider new tools that enhance monitoring, automation and overall reliability.
- Train and provide technical guidance and direction to staff.
- Related duties as assigned.
Work Environment & Physical Demands
This job operates in the information technology department of a professional office. This role routinely uses standard office equipment such as desktop computers, phone, headset, scanner, printer, keyboard, photocopiers, shredder and fax. Sedentary work environment with physical demands described are representative of those that must be met by an employee to successfully perform the functions of this job. This would require the ability to lift files, pull files/forms/books, stand, bending, shred documents, open/close filing cabinets as necessary.
Visual acuity sufficient to work at a computer screen frequently and throughout the day, near and far visual acuity, depth perception, color vision sufficient to recognize people, words, and numbers; Sufficient mobility to move about, including standing, bending, stooping, kneeling, reaching, pushing/pulling, occasionally lifting; Speaking and hearing ability sufficient to hear over phone and carry on routine conversations See to read manuals, video display screens, and other related material.
Sit for extended periods in a typing position hand-eye-arm and finger dexterity to use a personal computer keyboard, and other common office equipment for long periods of time. Must possess the knowledge, skills and abilities to be able to perform the essential job functions with or without reasonable accommodation.
Position Type/Expected Hours of Work
This is an exempt, full-time position. After a learning period, this position can be performed remotely for 1 or 2 days per week at management’s discretion, with the remainder of the days on-site. Days and hours of work are Monday through Friday, 8:30 a.m. to 4:30 p.m.—must be flexible and available.
Travel - No travel is expected for this position. On-site in the Flushing Office. Occasional visits to satellite locations may be required a few times per year.
Experience, Skills and Qualifications
The ideal candidate will demonstrate a strong balance of technical knowledge, problem-solving ability, organizational and communication skills, and leadership acumen.
- 10 years progressively more responsible experience in technology applications development, preferably in a mainframe environment. Experience in Linux and/or Distributed Systems will be accepted in lieu of mainframe.
- Minimum of 3 years managing a team in an IT environment, preferably mainframe or distributed applications development.
- Experience assessing existing technical processes and successfully implementing enhanced testing strategies and process improvements.
- Knowledge of COBOL, CICS, RPG, JCL preferred.
- Proficiency with Office 365, including Excel, required.
- Bachelor’s degree preferred. Will consider additional experience in lieu of degree.
- Must be self-motivated and able to quickly learn new technologies.
- Demonstrate strong analytical, problem-solving and decision-making skills.
- Strong project management skills.
- Excellent written, oral, and interpersonal communication skills.
